Housing & Economic Development <br />MetroCitiesstrongly encouragestheGovernorand Legislatureto revisit eminentdomain lawsto <br />allow local governments to address redevelopment problems before those conditions become <br />financiallyimpossibletoaddress. <br />Specifically,MetroCitiessupports: <br />Clarifyingcontaminationstandards; <br />Developingdifferent standardsforredevelopmenttoincludeobsoletestructuresorto <br />reflectthe deteriorationconditionsthatcurrentlyexistinthemetroarea; <br />Allowingfortheassemblyofmultipleparcelsforredevelopmentprojects; <br />Modifying the public purpose definition under Minn. Stat. 117 to allow cities tomore <br />expedientlyaddresspropertiesthatarevacant orabandonedinareaswith high levelsof <br />foreclosures,aswellasaddress neighborhoodstabilizationandrecovery; <br />Providing the ability to acquire land from ÐholdoutsÑ who will now view apublicly <br />funded project as an opportunity for personal gain at taxpayer expense; i.e. allowfor <br />negotiationusingbalancedappraisalsforfairrelocationcosts; <br />Examiningattorneyfeesandlimit fees forattorneys representingapropertyowner; <br />Allowing for relocation costs not to be paid if the city and property owner agree to a <br />salecontract; <br />A property ownerÓs appraisal to be shared with the city prior to a sale agreement; <br />and <br />Appropriately balanced awardsofattorneyfeesand costsoflitigationwiththe <br />outcome oftheeminentdomainproceeding. <br />3-NCommunityReinvestment <br />Communitiesacrossthe metropolitanregionhaveagingresidential and commercialstructures <br />that need repair and reinvestment. Reinvestment prevents neighborhoods from falling into <br />disrepair,revitalizescommunitiesandprotectsacityÓstax base. <br />Metro Citiessupportsstateprogramsandincentivesforreinvestmentinolderresidential <br />and commercial/industrial buildings, such as, but not limited to, tax credits and/or <br />propertytaxdeferrals. <br />Historically, thestatehasfundedprogramstopromotereinvestmentincommunities,including <br />theÐThisOld HouseÑprogram,that allowed ownersofolderhomestead propertytodeferan <br />increase in their tax capacity resulting from repairs or improvements to the home and ÐThis Old <br />ShopÑ for owners of older commercial/industrial property that make improvements that increase <br />2022 Legislative Policies <br />38 <br /> <br />
