Metropolitan Agencies <br />4-AGoalsandPrinciplesforRegionalGovernance <br />The Twin Cities metropolitan region is home to a majority of the stateÓs population and <br />businesses and is poised for significant growth in the next two decades. The region faces both <br />significantchallengesandopportunities,theresponses towhichwilldeterminethefuture <br />successofthemetropolitanregionandits competitiveness inthestate,nationalandworld <br />economies. <br />The Metropolitan Council was created to manage the growth of the metropolitan region, andcities <br />are responsible for adhering to regional plans as they plan for local growth and servicedelivery. <br />The regionÓs cities are the Metropolitan CouncilÓs primary constituency, with regional and local <br />growthbeingprimarilymanagedthroughcitycomprehensiveplanningandimplementationand <br />thedeliveryofpublicservices.Tofunctionsuccessfully,theMetropolitanCouncilmustbe <br />accountable toandworkincollaborationwithcitygovernments. <br />Theroleofthe MetropolitanCouncilis tosetbroadregionalgoals andtoprovidecitieswith <br />technical assistance andincentivestoachievethese goals.Citygovernmentsare responsible and <br />bestsuitedtoprovidelocalzoning,landuseplanning,developmentandservice delivery.Any <br />additionalrolesorresponsibilities fortheMetropolitanCouncilshouldbelimitedtospecific <br />statutoryassignments orgrants orauthorizationandshouldnotusurporconflictwithlocalroles <br />orprocesses,unless suchchanges have theconsentoftheregionÓs cities. <br />Metro Cities supports an economically strong and vibrant region, and the effective, <br />efficientandequitableprovisionofregionalinfrastructure,services andplanning <br />throughoutthemetropolitanarea. <br />Metro Cities supports the provision of approved regional systems and planning that can be <br />provided more effectively, efficiently or equitably on a regional level than at the local level <br />byindividuallocalunitsofgovernment. <br />The Metropolitan Council must involve cities in the delivery of regional services and planning <br />andberesponsive tolocalperspectives onregionalissues andberequiredtoprovide <br />opportunities forcityparticipationonCounciladvisorycommittees andtaskforces. <br />The Metropolitan Council must involve cities at all steps of planning, review and <br />implementation oftheregionaldevelopmentguide,policyplans,systems statements,andlocal <br />comprehensive planrequirements toensuretransparency,balanceandCounciladherence toits <br />coremissionand functions.Theseprocesses shouldallowforstakeholderinputbeforepolicies <br />and plans are released for comment and finalized.
