rLIN <br />Stantec <br />733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Planning Report <br />DATE: <br />November 2, 2021 <br />TO: <br />Centerville Planning & Zoning Commission <br />FROM: <br />Phil Carlson, AICP, Stantec <br />REQUEST: <br />Centra North LLC - Planned Unit Development, Preliminary Plat <br />Sorel Quarter Townhouse Project <br />ADDRESS: <br />Block 7 (7073 Centerville Road and other adjacent parcels) <br />PIDS: <br />Multiple Parcels (see legal description below) <br />OWNER: <br />City of Centerville <br />INTRODUCTION <br />Centra North LLC is applying for a Planned Unit Development <br />(PUD, processed as a CUP) and preliminary plat for a 26-unit <br />townhouse development on the eight city -owned lots known <br />as Block 7 in "downtown" Centerville. The downtown is the <br />subject of the 2006 Master Plan & Development Guidelines <br />study prepared by Damon Farber Associates, which is the <br />basis for the planning and zoning of the area. Block 7 and <br />surrounding properties are designated Central Business <br />District/Mixed Use in the City's Land Use Plan and zoned M-1 <br />and M-2. Block 7 is zoned M-2. <br />There have been several development proposals for Block 7 <br />in recent years and the City Council selected Centra after <br />reviewing proposals earlier this year. <br />The Block 7 properties have frontage on Centerville Road and <br />two sides street - the property is really the east 2/3 of the <br />block bounded by Centerville Road, Heritage Street, Sorel <br />Street, and Goiffon Road. The site is currently vacant and is <br />bounded on all sides by existing residential uses, but the <br />surrounding area is guided for Mixed Use, like Block 7, in <br />anticipation of redevelopment at some point in the future to <br />more intense uses. <br />Design with community in mind <br />
