City of Centerville <br />Parks and Recreation Meeting Minutes <br />November 3, 2021 <br /> <br />1. 19-013: Master P & R Trail Plan (M. Statz) <br /> <br />Finance Director Dejong presented the Committee with a memorandum which explained funding and <br />the differences between the Park Dedication Fund and Capital Equipment Fund. <br /> <br />He explained that the Park Dedication Fund, Fund 402, were fees collected from developers as new plats <br />are approved. He stated that expenditures from the fund should be limited to the purchase and/or <br />construction of new park equipment or facilities. <br /> <br />He explained that the Capital Equipment Fund, Fund 409 is funded from the General Fund Tax Levy and <br />is for the replacement or reconstruction of existing parks facilities. <br /> <br />The memo continued to explain the Park Dedication FundÓs history and status. He stated that in summary <br />if capital projects arise that exceed the fund balance in the Park Capital Equipment Fund, prior to the full <br />repayment of the existing loan, the Committee should simply ask the City Council to consider funding <br />these projects through the general fund budget. <br /> <br />A spreadsheet detailing past, current and future improvements was distributed and reviewed. It was <br />suggested that a Priority column be added. Mr. Statz recommended that the Parks & Recreation Capital <br />Improvement Plan should be reviewed at the December meeting and modified for presentation to <br />Committee Members and Council to adopt at a January meeting and reviewed bi-annually thereafter. <br /> <br />2. 20-009: Pleasure Rink Lighting (M. Statz) <br /> <br />Mr. Statz reviewed the proposal received from Aid Electric for additional lights at the park. He stated <br />that this is the second proposal and it was substantially less expensive than the initial quote received last <br />summer. He explained that the scope of work would be to provide and install 2 Î 20' steel light poles <br />with 2 Î 210 watt LED exterior pole heads on each pole (a total of 4) to illuminate the open rink area. <br />The new lights would be installed on the NE & SE corners of the rink and will supplement the existing <br />lighting. The cost of $13,206 and work could begin as soon as possible. At least one outlet on a pole <br />will be needed; may possibly add music at some point in future. <br /> <br />Motion made by Committee Member Bettinger, seconded by Committee Member Errickson- <br />Grahek to recommend Council approve the expenditure of $13,206 for the purchase and <br />installation of the additional lighting as proposed by Aid Electric for the pleasure rink, with the <br />funds coming out of the Park Dedication Fund. All in favor. Motion carried. <br /> <br />Two additional proposals were received by Aid Electric for better illumination of the hockey rink: <br /> <br />1. To replace one head on an existing hockey pole at a cost of $560.00 <br />2. To replace all 13 hockey rink fixtures with LED going from 1,000 watts each to 240 watts <br />per fixture would provide better overall provide lighting and a substantial cost savings, at a <br />cost of $6,920 less a $1,170 Xcel Energy rebate. <br />Following additional discussions, it was determined to leave the existing lighting in place for the time <br />being.
