<br />Carpenter Park Skate Park Description <br />St. Louis Park is a first-ring suburb of Minneapolis and is heavily connected by trail ways. One <br />of the premier parks in St. Louis Park is Carpenter Park which is located at 4900 Highway 7, St. <br />Louis Park, Minnesota. The park is 12.9 acres in size and is adjacent to the residential properties, <br />police department and City Hall. An area on the southwest side of the park has been allocated for <br />the skate park (see attachment 1). Carpenter Park has been designated as a signature park of the <br />St. Louis Park system, and offers the following amenities: <br /> Baseball Fields (2) Proposed Skate Park <br /> Tennis Courts (3) Walking Trails <br /> Parking Open Green Space Picnic Area <br /> <br />The original St. Louis Park skate park was located at the Rec Center, 3700 Monterey Drive, and <br />was constructed in 2007. The park incorporated modular skating features resting on a <br />concrete/asphalt pad. The modular skating features were removed in May 2016 due to the <br />construction of an outdoor covered recreation complex. <br /> <br />In 2015 the City of St. Louis Park interviewed many skate park users to gain an understanding of <br />the amenities they would like in a skate park knowing that it had to be replaced. The primary <br />input that came from the users was a park that has an emphasis on good ÐflowÑ and is composed <br />of concrete for durability, a quality riding surface, and a plaza style park that would adhere to a <br />variety of skill levels. There has also been a skate park sub-committee created which includes a <br />Parks and Recreation Advisory Commission member and business owners of a local indoor skate <br />park and skate shop. <br /> <br />Section 3 Overall Scope of Services <br />The services required of the Contractor are anticipated to be provided beginning in mid-March <br />2017 and ending after construction of the skate park. The selected Contractor shall be the overall <br />project lead and manager on behalf of the City. The Contractor shall report to and take direction <br />from city staff as directed by the City Council. <br />The Contractor Ós proposal should include a detailed scope and budget estimate in an amount not <br />to exceed $230,000 for all services as outlined in this bid request. Each element must be broken <br />out as a separate item. <br />The City stresses Contractor Ós innovation, uniqueness and ingenuity in proposing scope of <br />services. Recommended changes to the scope will be considered and concerns regarding budget <br />and time frames should also be identified. <br />The City proposes a team approach in the reviewing of the design utilizing the services of the <br />Contractor in conjunction with the skate park users and the Skate Park sub-committee. <br /> <br /> <br />
