City of Centerville <br />Regular Meeting Planning and Zoning Commission <br />April 26, 2021 <br /> <br />He stated after reviewing the plan, it meets all the city codes and standards. He noted there <br />are several options regarding how Street A could be configured when they address the plat. <br />He stated one of the requirements for a car wash is to have adequate stacking distance for at <br />least five (5) vehicles, this plan allows for eight (8) vehicles. He showed the two-way traffic <br />proposal and pointed out the buffering that the landscaping and stacking area provides. He <br />noted the trash enclosure is on the westside of the building and covered by red brick like the <br />rest of the building. He stated their recommendation is to approve the proposal with the new <br />conditions which include making sure the car wash is a reasonable distance away from the <br />residential areas. He stated most importantly, they are asking that if approved, when it comes <br />up for review, they would like to require a traffic study be completed on Street A to <br />determine which scenario of the three (3) in the site plan recommendations is appropriate. <br /> <br />Ms. Mattlin asked how far away the car wash would be from the proposed senior living <br />facility. <br /> <br />Administrator Statz stated it is about 400 feet or more away from where the senior living <br />facility would be. <br /> <br />Mr. Matt Rehbein, Vice-President, Rehbein, stated that Rehbein’s have been the owners of <br />the parcel for forty-plus years and have been trying to sell this property for the past twenty <br />years. He stated that he is hopeful that the Commission will strongly consider the proposal. <br /> <br />rd <br />Mr. Pederson, 1967 - 73 Street asked if there has been any sort of study done on what a <br />convenience store with a car wash does to safety or crime rates. <br /> <br />Chairperson Broussard-Vickers stated to her knowledge that type of study has not been <br />completed. She stated she wants to be clear that the convenience store and fuel service is not <br />something they can prevent from being built per the law. The only thing in question is the <br />car wash addition currently. She noted she understands everyone’s concerns, but if a business <br />meets the zoning requirements, they can apply to come and do business in the City. <br /> <br />Mr. Jeremy Costa, 72XX Watermark Way, addressed the Commission and asked how many <br />car washes does the City currently have within a 1-mile span. <br /> <br />Commissioner Fehrenbacher responded to Mr. Costa’s question and stated there are 2 within <br />a mile. <br /> <br />Ms. Mattlin stated it seems clear that this is not a supply and demand issue, stating there is <br />no need to have another car wash, so it seems this is more about the sale of that property. <br /> <br />Mr. Buechler stated it seems like this Kwik Trip will be more of a truck stop, with big rigs <br />coming and going. <br /> <br />Mr. George, Kwik Trip Representative responded to Mr. Buechler’s comment and stated <br />that is not correct, it is not going to be a truck stop. <br /> <br />Commissioner Fehrenbacher replied and asked that everyone keep their comments focused <br />on the car wash, as that is the only thing in question. <br />Page 6 of 18 <br /> <br />
