TEMPORARY SIGN. A sign that is not permanently affixed. All devices such as banners, pennants, <br />flags (not intended to include flags of any nations), searchlights, twirling or sidewalk or curb signs and <br />balloons or other air- or gas-filled figures. <br />WALL SIGN. An advertising sign attached to or erected against the wall of a building or structure with <br />the exposed face to the sign in a plane approximately parallel to the face of the wall and extending not <br />more than 15 inches from the building wall face. <br /> <br />WINDOW SIGN. A sign affixed to or inside a window in view of the general public, but excluding <br />merchandise on display. <br /> <br />Ord. #39, adopted - - <br /> <br />GENERAL REGULATIONS <br /> <br />§ 152.15 GENERAL REGULATIONS. <br /> <br />(A) Signs are prohibited within the public right-of-way or easements, except that the City Council may grant <br />a conditional or interim use permit to locate signs and decorations on or within the right-of-way for a <br />specified period of time. <br /> <br />(B) Flashing signs, motion signs or similar devices shall be prohibited in all districts except commercial <br />district signs that meet the criteria detailed in the commercial district standards. Approved traffic signs <br />are exempt from this provision. <br /> <br />(C) Unless specifically allowed in this chapter, interior illuminated signs are permitted in all districts except <br />residential. All illuminated signs shall have a shielded light source. Illuminated signs of any type may <br />not direct light onto or across any residential property unless it is defused to less than 0.4 foot candles as <br />measured at the adjoining property line. <br /> <br />(D) Business signs shall not be painted, attached or in any manner affixed to trees, rocks or similar natural <br />surfaces. No signs of any type shall be painted directly onto the roof or the sides of a building. <br /> <br />(E) Signs that interfere with the ability of vehicle operators or pedestrians to see traffic signals, or which <br />impede the vision of traffic by vehicle operators or pedestrians are prohibited. <br /> <br />(F) Signs shall not project above the roofline of any structure. <br /> <br />(G) No sign shall physically obstruct any window, fire escape or opening intended to provide entry or exit to <br />any structure, building or public way. <br /> <br />(H) All signs and sign structures shall be properly maintained in a safe, orderly condition at all times, <br />including the replacement of defective parts, cleaning and other items required for the maintenance of <br />266΋tğŭĻ <br /> <br />
