(6) Special provisions relating to unusual wastes. If any waters or wastes are discharged or are <br />proposed to be discharged to the public sewers which contain substances or possess the <br />characteristics enumerated in this division (C), and/or which in the judgment of the city, may <br />have a deleterious effect upon the wastewater facilities, or which otherwise create a hazard to life <br />or constitute a public nuisance, the city may: <br /> <br />(a) Reject the wastes; <br /> <br />(b) Require pretreatment to an acceptable condition for discharge to the public sewers, <br />pursuant to § 307(b) of the Act and all addendums thereof; <br /> <br />(c) Require control over the quantities and rates of discharge; <br />(d) Require protection from slug or accidental discharges; and/or <br /> <br />(e) Require payment to cover the added costs of handling, treating and disposing of wastes <br />not covered by existing taxes or sewer service charges. <br /> <br />(7) Grease, oil and sand interceptors. Grease, oil and sand interceptors shall be provided when, in <br />the opinion of the city, they are necessary for the proper handling of liquid wastes containing <br />floatable grease in excessive amounts, any flammable wastes, sand or other harmful ingredients; <br />except that the interceptors shall not be required for private living quarters or dwelling units. All <br />interceptors shall be of the type to be readily and easily accessible for cleaning and inspection. <br /> <br />(8) Slug or accidental discharge. Sewer users shall notify the city immediately upon having a slug <br />or accidental discharge or substances or wastewater in violation of this chapter in order to enable <br />countermeasures to be taken by the city to minimize damage to the wastewater disposal system. <br />The notification will not relieve users of liability for any expense, loss or damage to the <br />wastewater disposal system, or for any fines imposed on the city on account thereof under any <br />state or federal law. The city may suspend the wastewater treatment service and/or a wastewater <br />discharge permit when the suspension is necessary, in the opinion of the city, in order to stop an <br />actual or threatened discharge which presents or may present an imminent or substantial <br />endangerment to the health or welfare of persons, to the environment, or to the wastewater <br />disposal system. Any user notified of a suspension of the wastewater treatment service and/or <br />the wastewater discharge permit shall immediately stop the discharge. In the event of a failure of <br />the user to comply voluntarily with the suspension order, the city shall take the steps as deemed <br />necessary, including immediate severance of the sewer connection, to prevent or minimize <br />damage to the wastewater disposal system or endangerment to any individuals. The city shall <br />reinstate the wastewater discharge permit and/or the wastewater service upon proof of the <br />elimination of the noncomplying discharge. A detailed written statement submitted by the user <br />describing the causes of the slug or accidental discharge and the measures taken to prevent any <br />future occurrence shall be submitted to the city within 15 days of the date of occurrence. <br />(D) Permits and special user requirements. <br />(1) Sewer connection permit required.
