Centerville 2040 Comprehensive Plan <br />• Enforce erosion and sedimentation control standards consistent with MPCA's "best <br />management practices." <br />• Require that stormwater ponds meet the design standards of the National Urban <br />Runoff Program (NURP) <br />• Enforce shoreland management regulations along Centerville Lake, Peltier Lake, <br />Clearwater Creek and the former County Ditch No. 47. <br />• Establish landscaping requirements for all new residential and commercial <br />developments that address the management of surface water run-off and other <br />harmful side effects. <br />• Give preference in surface water management systems design to surface drainage, <br />vegetation, and infiltration rather than buried pipes and man-made materials and <br />facilities. <br />• Enforce local water plan regulations consistent with the Rice Creek Watershed District <br />(RCWD) Plan and the RCWD Rules. <br />• Implement the City's Stormwater Water Pollution Prevention Plan (SWPPP) and <br />Surface Water Management Plan. <br />• Coordinate with the Rice Creek Watershed District (RCWD), Minnesota Pollution <br />Control Agency (MPCA), and Department of Natural Resources (DNR) to identify <br />impaired waterbodies and secure grant funding to improve those impaired <br />waterbodies. <br />COMMUNITY FACILITIES AND SERVICES GOALS AND POLICIES <br />It is the goal of the City of Centerville to: <br />• Promote safe neighborhoods and low crime in the community. <br />• Maintain and improve the quality of life in the community. <br />• Provide efficient and responsive services to residents and businesses. <br />• Maintain the quality of education available to residents. <br />• Protect Surface Water resources within and downstream from the City of Centerville. <br />It is the policy of the City of Centerville to: <br />• Compare the level of administrative, maintenance and emergency response <br />services to community wide needs and objectives. <br />• Explore potential joint service initiatives through continued communication and <br />cooperation with City, County and School officials. <br />• Promote effective communication with residents, business owners, educators and <br />volunteer organizations to maintain an understanding of community goals and <br />objectives and participate in community affairs. <br />Page 28 ws b <br />
