Project BanjoTraffic StudyMarch 2, 2022 Page 2 EXISTING CONDITIONS Existing conditions were reviewed within the study area to establish current operations to help determine impacts associated with the proposed development. The evaluation of existing conditions included collecting traffic volumes, observing roadway characteristics, and analyzing intersection capacity, which are described in the following sections. Traffic Volumes The following intersections were included as part of the studyprocess. th 20Avenue (CR 54) / Main Street (CR 14) th 20Avenue (CR 54) / Commerce Drive th 20 Avenue (CR 54) / Fairview Street th 20Avenue (CR 54) / Cedar Street st 21 Avenue / Main Street (CR 14) st 21Avenue / Commerce Drive st 21 Avenue / Fairview Street (Future) Main Street (CR 14) / I-35E West Ramp Main Street (CR 14) / I-35E East Ramp Intersection turning movement and pedestrian/bicyclist counts were collected on Thursday, February 3, 2022,at the majority ofthe study intersections. The counts were collected from 7 to 11 a.m. and 4 to 6 p.m., which coincides with the peak activity of the adjacent roadways and/or the proposed development. Note that 14-hours of data (6 a.m. to 8 p.m.) was collected along Main thst Street at 20Avenue and 21Avenue. At the Main Street (CR 14) intersections with I-35E,a combination of historical counts and newly collected data using ramp detector data provided by the MinnesotaDepartment of Transportation (MnDOT)were used to identify area travel patterns and traffic volumes. Average daily traffic (ADT) volumes were also obtained from MnDOT. Roadway Characteristics Observations were conducted within the study area to identify various roadway characteristics such as roadway geometry,functional classification, multimodal facilities, speed limits, and traffic controls. The following information provides a general overview of key roadways within the study area. Note that these are general characteristics. Main Street (CR 14) generally a four-lane divided minor arterial roadwaywith turn lanes at key intersections. There is a multi-purpose trail present on the southside of theroadway. The posted speed limit is 45-mphwithin the study area. th 20Avenue (CR 54) generally a two-lane undivided minor arterial roadway, which widens near Main Street (CR 14)to includea median andturn lanes. There is a multi- purpose trail present on the west side of the roadwaybetween Main Street and Fairview Street. The posted speed limit is 50-mphsouth of and 55-mph north of Main Street.
