Project BanjoTraffic StudyMarch 2, 2022 <br />Page 6 <br />PROPOSED DEVELOPMENT <br />The proposed development, shown in Figure 3, includes construction of a 141,000 square foot <br />industrial building generally bounded by Commerce Drive to the north, Fairview Street to the south, <br />thst <br />20Avenue (CR 54) to the west, and 21Avenue to the east. The proposed development is assumed <br />to be fully constructed and operational by the end of 2023. The facility will provide acombination of <br />warehouse, logistics, and distribution operations. <br />The buildingwill be a delivery facility thatprimarily serves the northeast Twin Cities metropolitan area. <br />Given the operating and logistical characteristics of the user, peak activity of the site is expected to <br />occur between 10 a.m. and 11 a.m., with limited activity during traditional a.m. and p.m. peak hours <br />(i.e., 7:15 to 8:15 a.m. and 4:30 to 5:30 p.m.). The operations have a direct correlation to the sorting <br />equipment inside the building and the number of van loadingspaces. Further information regarding <br />trip generation is provided later in this report. <br />The developer anticipates a total headcount of approximately 543 employees on site throughout the <br />course of the day during typical conditions. This headcount represents the total amount of employees <br />in the building throughout the day, regardless of position or responsibility. The development is <br />expected to operate in six shifts. The anticipated shift timesand employment structure is shown in <br />Table 3. Employees will primarily run the inside operations of the building. Two driveways are planned <br />along Fairview Street, which will primarily serve the van parking area. Three driveways are located <br />st <br />along 21Avenue; the northern driveway will be a truck only access, the central access will be the <br />employee access, and the south access will be the primary exit for delivery vans.Up to a total of 896 <br />parking stalls are proposed for the site, of which 297 spaces are designated for associate parking and <br />599spacesforvan parking.
