3.The Rice Creek Watershed District may also have floodplain regulations which <br />must be followed. These regulations may include compensatory floodplain <br />storage. <br />4.Proof of the Federal Emergency Management’s approval of all LOMAs/LOMRs <br />shall be required prior to the full release of development securities. <br />Stormwater/Wetlands/Erosion Control/Grading <br />1.Stormwater ponds on site will be owned and maintained by the property owner. <br />However, the city is obligated, under its NPDES MS4 Permit to ensure these <br />BMPs are properly managed. We are also required to have a written agreement <br />for maintenance with the property owner. You will need to work with our city <br />attorney to draft such an agreement. <br />2.The storm sewer outlet to the creek should be turned at an angle to be less <br />disruptive to the flow of the creek. Rather than the two flow paths meeting at a <br />right angle, something at 45 degrees or flatter would be more appropriate. <br />3.All requirements of the Rice Creek Watershed District shall be met with regard to <br />Stormwater quality, rate and quantity. These requirements align with or are more <br />stringent than the requirements of the city’s obligations under its NPDES MS4 <br />Permit. <br />4.The Rice Creek Watershed District is the Local Governing Unit (LGU) for the <br />Wetland Conservation Act (WCA). <br />5.Stormwater Access Charges will apply at a rate of $0.07/sf of new impervious <br />area. <br />6.Retaining walls over 4 feet in height require engineer-signed drawings. <br />7.A Stormwater Polution Prevention Plan (SWPPP) shall be submitted. <br />a.During construction, dust mitigation measures must be employed. <br />b.Clearwater Creek is a highly sensitive water course and special care shall <br />be taken to protect it from turbid discharges from the site. <br />Sewer and Water <br />st <br />1.The water main along the west side of 21 <br /> Avenue should connect to the <br />north/east end of the water main recently installed in Fairview Street. The current <br />plans do not seem to make this connection. <br />st <br />2.The jurisdictional status of Clearwater Creek at 21 Avenue should be researched. <br />Depending on which agency regulates this watercourse, a permit may be <br />necessary to bore the watermain underneath it. <br />3.All watermain shall be PVC, C-900. All fittings shall be epoxy coated, Ductile <br />Iron Pipe, with Cor-Blue or Stainless Steel T-Bolts. <br />4.The City Engineer’s Association of MN’s Standard Specifications should be used <br />on all sewer, water and stormwater infrastructure, whether public or private. <br />st <br /> Avenue should connect to the water <br />5.The water main along the west side of 21 <br />main stub, coming from the north, at Commerce Drive. The current plans seem to <br />st <br />indicate the need to excavate in the pavement section of 21 Ave., however, based <br />on the information from the record plan, below, this should not be necessary. <br /> <br />
