Traffic/Roadways <br />1.A traffic study is required to determine if area roadways can accommodate the <br />traffic produced by the development. A draft study has been submitted and <br />reviewed by area road authorities. These authorities have given feedback as to <br />additional information that should be factored into the study and other various <br />items which the study should examine. Once a revised study is available, we will <br />be able to give more comments on this issue. <br />2.If there are structural changes to area roads needed to mitigate traffic impacts, the <br />costs of those shall be borne by the developer. The city, however, may find that <br />proposed structural changes have adverse effects on access to property that are <br />unacceptable. This finding may render the development untenable. The city is <br />ready to work with the developer and surrounding agencies to find solutions to <br />traffic impacts which do not adversely affect land use. <br />3.The Draft Study’s conclusions that there are no significant impacts to area <br />intersection performance is largely based on the timing of incoming and outgoing <br />trips to the facility. The study and project narrative suggest that these trips do not <br />occur during peak traffic hours. Therefore, the Conditional Use Permit (CUP) <br />should include provisions which restrict the amount of outgoing and incoming <br />vehicle trips during peak AM and PM traffic hours to ensure future changes to <br />business practices and/or tenants continue with this same mode of operation. <br />Lighting <br />1.All fixtures shall be downcast type and may require shielding on sides facing <br />residential areas (west-facing). Newer LED fixtures produce a whiter light and <br />even with downcast fixtures and lumen levels at the edges of the property within <br />accepted norms, the city has received complaints from neighbors. The property <br />owner will be required to abate these nuisances. <br />General <br />1.We do not see any on-site fueling stations. If there are such facilities, we would <br />want detailed information on them for review by the fire marshal, city engineer <br />and building inspector. <br />2.A developer’s agreement will be required, outlining time of performance, and <br />securities among other issues. Securities will be required to cover 150% of the <br />cost of the public trails and utilities being installed as part of the project. Due to <br />the size of this development, additional securities may be required to ensure the <br />city has the available resources to stabilize the site and abate any nuisance <br />conditions and mitigate any environmental impacts, should the developer abandon <br />the project at any point in its construction. The developer will also be responsible <br />to reimburse the city for costs related to inspection of the work contemplated in <br />the developer’s agreement. <br />3.Comments from the City’s Public Works Department, Public Safety Officials, <br />City Planner and other agencies will need to be addressed. <br />4.We reserve the right to provide further comments upon resubmittal of the revised <br />documents. <br /> <br />
