Project Banjo Traffic Study — Regional Analysis Addendum
PROPOSED DEVELOPMENT
April 22, 2022
Page 6
The proposed development, shown in .; ?, includes construction of a 141,000 square foot
industrial building generally bounded by Commerce Drive to the north, Fairview Street to the south,
201h Avenue (CR 54) to the west, and 21s' Avenue to the east. The proposed development is assumed
to be fully constructed and operational by the end of 2023 or early 2024. The facility will provide a
combination of warehouse, logistics, and distribution operations.
The building will be a delivery facility that primarily serves the northeast Twin Cities metropolitan area.
Given the operating and logistical characteristics of the user, peak activity of the site is expected to
occur between 10 a.m. and 11 a.m., with limited activity during traditional a.m. and p.m. peak hours
(i.e., 7:15 to 8:15 a.m. and 4:30 to 5:30 p.m.). The operations have a direct correlation to the sorting
equipment inside the building and the number of van loading spaces. Further information regarding
trip generation and peak seasonal activity is provided later in this report.
The developer anticipates a total headcount of approximately 543 employees on site throughout the
course of the day during typical conditions. This headcount represents the total amount of employees
in the building throughout the day, regardless of position or responsibility. The development is
expected to operate in six shifts. The anticipated shift times and employment structure is shown in
Employees will primarily run the inside operations of the building. Outside of these core
shifts, there might be a limited amount of other people inside the building doing small tasks such as
equipment maintenance or janitorial services.
Table 3 Employment Shift Summary
Shift
Time
Employee Count
15t Shift
2:00 AM — 12:30 PM
102
2nd Shift
6:00 AM — 2:30 PM
33
3rd Shift
1:30 PM — 10:00 PM
33
4th Shift
2:00 PM — 6:00 PM
26
5th Shift
12:00 PM — 10:30 PM
5
6th Shift
9:20 AM — 9:00 PM
344
Access to the site will be provided via Fairview Street and 21st Avenue. Two driveways are planned
along Fairview Street, which will primarily serve the van parking area. Three driveways are located
along 21st Avenue; the northern driveway will be a truck only access, the central access will be the
employee access, and the south access will be the primary exit for delivery vans. Up to a total of 874
parking stalls are proposed for the site, of which 297 spaces are designated for associate parking and
577 spaces for van parking. Additional discussion regarding site access and parking is provided
within the site plan review section of this study.
