City of Centerville <br />Council Meeting Minutes <br />April 13, 2022 <br /> <br />was sworn in on February of 2022. She noted that Mr. Remillard will serve a six (6) term ending <br />July 30, 2027 as outline by the EDAs bylaws. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Adopt Res. #22- <br />010 – Appointment of EDA Commission as presented. All in favor. Motion carried. <br /> <br />3. Parks & Recreation Committee Recommendation to Consider Obtaining Requests <br />for Proposals for a Preferred Emerald Ash Borer Treatment Provider-Tree Service <br /> <br />Administrator Statz reviewed with Council the presented Request for Council Action that was <br />contained in the packet. He thanked Mr. Matt Frevel for his research and information brought <br />forward to both the Parks & Recreation Committee and Council. He stated that Staff completed <br />research regarding what neighboring communities were providing their residents beyond just <br />information. He reported that the City of Lino Lakes and Anoka both offer to their citizens a <br />“Preferred Emerald As Borer Treatment Provider” for treatment of Ash trees at a reduced rate. He <br />stated that staff obtained their Request for Proposals allowing vendors to compete for the <br />“Preferred Emerald As Borer Treatment Provider” for the City at no cost to the City. The vendor <br />was to identify whether a residents trees was infected and treatable. They would also quote for <br />those services and note the trees locations. <br /> <br />Additional discussion took place regarding city code addressing diseased trees and public safety <br />issues, Council’s previous discussed the matter in 2009 with no desire to treat diseased trees, <br />injections needing to be completed every two (2) years and what the City may look like in future <br />years with diseased and dying trees. Administrator Statz stated that Mr. Frevel has offered to meet <br />with the Parks & Recreation Committee to review trees within parks that he believes are infected <br />for possible removal or treatment. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Koski to Approve the <br />Presented Request for Proposal Document Relating to Obtaining Quotes for Contractor <br />Services/Injections for Treatment of Privately Owned Trees Infected by the Emerald Ash <br />Borer. All in favor. Motion carried. <br /> <br />Administrator Statz stated that the City is not obligated to use the Preferred Vendor for City <br />services. <br /> <br />4. Consider Re-Scheduling June 22 and July 13 City Council Meetings <br /> <br />Administrator Statz reviewed with Council the presented Request for Council Action that was <br />contained in the packet. Mayor Love encouraged Council to participate in the upcoming League <br />of Minnesota Cities Conference and stated that it was a great opportunity for learning and that the <br />City of Centerville was going to be recognized. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Koski to Reschedule the <br />Regularly Scheduled Council Work Session and Meeting of June 22 to June 20, 2022. All in <br />favor. Motion carried. <br /> <br />Brief discussion took place regarding the rescheduling of the July 13, 2022 regularly scheduled <br />Page 7 of 10 <br /> <br /> <br />
