The <br />other component of the total tax levy is debt service levies. With the consensus of the council from our <br />last meeting to use accumulated fund balance in the debt service funds, the debt service levies drop <br />$17,790. The net levy required to fund all city services for 2023 is $102,449. This is 3.6% higher than <br />the 2022 certified levy. <br />We see this as a reasonable preliminary budget. Please remember that with new construction in the <br />community, most parcels will see a lower tax increase than the 3.6% levy increase. Since there is more <br />value the increase will be spread over a wider tax base. <br />Staff would like the council to review this draft in detail with an eye toward any additional adjustments <br />that members might like to see. We are ready to discuss the details behind each line item and to look at <br />the big picture with City Council members, citizens, and business owners in the community. <br />
