<br />City of Centerville <br />Council Meeting Minutes <br />August 23, 2006 <br /> <br />IX. ANNOUNCEMENTSroPDA TES <br /> <br />Mayor Capra requested Item 6 be heard at this time. <br /> <br />6. Potentially Dangerous Dog - 1742 Oiibway Drive ("Bandit") <br /> <br />Mayor Capra stated Mr. Roloff was in attendance to discuss his dog, Bandit. She <br />indicated he was moving soon and would not be in attendance at the September Council <br />meeting. <br /> <br />Mr. John Roloff, 1742 Ojibway Drive, stated his dog is an Lapsa Apsa, which is a watch <br />dog. He stated he was on vacation in California and his caretaker took the dog home and <br />had it on a leash in the house. He stated a young child was in the house and was told to <br />stay away from the dog, but the child tried to kiss the dog and the dog bit him. He noted <br />the dog had an ear infection at the time. He stated the dog was not vicious. He stated the <br />other incident occurred outside of his mailbox when he fell down and could not get up. <br />He stated the dog was tied to his wheelchair. He indicated some neighbors tried to help <br />him up and the dog responded. He noted the dog did not bite anyone. He stated the other <br />incident was at his job when his dog was also tied to his wheelchair and there was a small <br />child there who was sitting and got bit. He stated he has just lost his wife and thanked the <br />City who had come to his house many times to help his wife. He stated City emergency <br />personnel had also responded to when he needed help and the dog never bothered them. <br />He stated he kept his dog on a leash and he muzzles the dog when necessary. He stated <br />when a child was in his house, the dog is put in the bedroom. He stated he did not have <br />the dog at this time and a friend was taking care of the dog. He stated the dog took care <br />of him and was his protector and his "eyes". He stated he could not ask for a more loving <br />dog. He indicated the dog slept on his bed facing the door and if someone came to the <br />door, or ifthere was noise in the house, the dog was down. <br /> <br />Mayor Capra asked where the dog is presently located. Mr. Roloff responded the dog <br />was being taken care of at a townhome in Blaine by an 86 year old man. He stated his <br />friend was dying, liked Bandit, and he hoped the dog gave his friend a reason to live. He <br />stated he could bring Bandit up to the office doors when he gets his dog license and <br />everyone likes him. <br /> <br />Mayor Capra thanked Mr. Rolofffor his comments. She stated they needed to speak with <br />the attorney and see what they could do with the dog. She stated if they needed more <br />information from him, they would have staff contact him. <br /> <br />Mr. Roloff noted he was legally blind and the dog was a god send to him. <br /> <br />IV.
