Resolution 22-0XX Interim Use Permit Extension – Atlas Villas <br />9.Parks & Recreation Recommendation to Approve Anoka County Radio Club Use of <br />LaMotte Park - (Field Day Events) June 24 through June 26. <br />Mayor Love provided an opportunity for others to add or delete any items. <br />Motion by Council Member Lakso, seconded by Council Member Koski to Approve Consent <br />Agenda as Presented. All in favor. Motion carried. <br />VIII.OLD BUSINESS <br />1.None. <br />IX.NEW BUSINESS <br />1. 2021 Audit Acceptance <br />Mayor Love asked if there were any questions or comments on the 2021 Audit and Council <br />Member King asked whether the Council should wait to accept it subsequent to the modifications <br />discussed previously. Finance Director Mr. DeJong stated that the two (2) minor corrections did <br />not affect fund balances. <br />Motion by Council Member Lakso, seconded by Council Member King to approve the 2021 <br />Comprehensive Annual Audit Report as Amended this Evening. All in favor. Motion carries. <br />2. Toolcat Purchase <br />Public Works Director, Paul Palzer stated contained in the Capital Improvement Plan (CIP) was <br />$65,000 for the purchase of a Toolcat along with an attachment called a “brushcat”. He explained <br />that the Toolcat would be utilized for snow removal on trails, sidewalks and that the “brushcat” <br />would be utilized for brushing areas of overgrowth in parks, along trails and rain gardens in Hidden <br />Spring Park. He stated that the City has rented, annually a “brush hog” to complete this task in <br />the past and that staff would also recommend the following upgrades: turf tires, a standard bucket <br />and a snowblower. Upon Council Member Koski asking why Director Palzer was recommending <br />a Toolcat rather than a bobcat, he stated that it was more ergonomic than a bobcat and drives much <br />like a vehicle. <br />Lengthy discussion was had regarding cost, gas versus diesel, warranty, state bid pricing, operating <br />training, support, seasonal staff’s use and whether if it was contained in the CIP, did it also need <br />Council approval. It was stated that discussion should be had during a work session on how such <br />items should be handled during budget discussions. <br />Page 3 of 8 <br /> <br />
