City of Centerville <br />Council Meeting Minutes <br />May 25, 2022 <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve the <br />Landscape Proposal Removing 8.5 Hours from Layout A (Design Development (Schematic) <br />as Administrator Statz could complete. <br /> <br />Lengthy discussion ensued regarding the design, modifications, when the project would happen, <br />amount of funding needed, the importance of a handrail along the sidewalk and due to Council <br />Member Lakso’s absence, delaying additional discussion or action on the item. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to rescind the motion. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to table the <br />Landscaping item. All in favor. Motion carries. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #22-0XX – Approving Land Use Applications & Documents for the Fairview <br />Second Addition Plat (Project Banjo) <br /> <br />Administrator Statz stated before you are a number of zoning applications and documents that are <br />related to what has been called “Project Banjo”. Attorney Glaser stated that the Non-Disclosure <br />Agreement (NDA) has been lifted and there are guests in the audience from Amazon with <br />representatives appointed on their behalf from Ryan Companies. Administrator Statz stated that <br />this is a distribution center that Amazon has proposed and the details are outlined in a staff memo <br />submitted by City Planner, Phil Carlson. Administrator Statz stated that the presented <br />memorandum includes the Planning & Zoning Commission’s recommendations. <br /> <br />Administrator Statz reviewed Mr. Carlson’s memorandum with Council and the audience. He <br />stated that Amazon was proposing a 140,000 square foot distribution center on property owned by <br />Rehbein Properties in the Industrial Park. He stated that the proposed plat consisted of three <br />thst <br />parcels totaling 40 acres, between 20 and 21 Avenues, north of Fairview Street and south of <br />Commerce Drive. This site was vacant and had be used for Rehbein’s large-scale black dirt <br />operations. The project was discussed by the Planning and Zoning Commission on April 5, and <br />they voted to process the request as a Planned Unit Development (PUD), then was considered at a <br />public hearing in May 3, where they recommending the approval with conditions. Several residents <br />appeared at the public hearing and voiced their concerns. He stated that the Preliminary/Final Plat, <br />Conditional Use Permit for the PUD, the Developer’s Agreement, resolution and the ordinance all <br />go together. Administrator Statz stated that the site plan is 140,000 square foot area where trucks <br />come in, where goods come off the shelves and are loaded under a covered canopy. Up to 344 <br />vans can line up to be loaded and then go. He also stated that there would be 600 spaces for parking <br />on the site of 300 for van parking with employee parking on the east side of the site. Administrator <br />Statz discussed traffic flow and times of day. <br /> <br />Administrator Statz explained that the project will include park dedication fees per the City’s <br />Ordinance and that the City is not requesting land for dedicated.
