City of Centerville <br />City Council Work Session & Meeting Minutes <br />June 21, 2022 <br />Administrator Statz stated at the previous meeting, Council approved an agreement Rice Creek <br />st <br />Watershed District (RCWD) to take over the maintenance of half of a culvert constructed under 21 <br />Avenue associated with the Amazon project. He stated that the culvert conveys public water, not <br />st <br />AmazonÓs water Î ditch from 21 Avenue puts water into the culvert that puts it then into Rice CreekÓs <br />channel area. He stated that approximately 15 feet of pipe would be added. Council Member Lakso asked <br />about the length of the agreement. Administrator Statz stated was in perpetuity. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve the Revised <br />Agreement with Rice Creek Watershed District for Waterbody/Channel Crossing. All in favor. <br />Motion carried. <br /> <br />2. 2022 Thin Overlay and City Hall Parking Lot Improvements <br /> <br />Administrator Statz introduced Mr. Brandon Johnson, Stantec Consulting, to present the feasibility <br />report. Administrator Statz reviewed the background to proposed project. He stated that 6 or 7 years <br />ago, the City made the switch from sealcoating to thin overlays as a maintenance option for roadways. <br />He reported that the thin overlay maintenance is more expensive but lasts two to three times longer and <br />that results have been successful over the past years. <br /> <br />a. Receive Feasibility Report <br /> <br />Mr. Johnson reviewed the Feasibility Report included in CouncilÓs packet. He gave a brief overview <br />stating that the thin mill and overlay project involved roadways within the Hunters Crossing and Pheasant <br />Marsh developments along with the northern portion of Progress Road and a portion of Dupre Road north <br />of the Pheasant Marsh development in the Center Oaks 2 development. He stated that contained in the <br />report was adjusting structures (i.e., manholes, curbs and bituminous patching, repairing degraded areas <br />and tailoring to what is needed. He reviewed the City Hall parking lot which consists of removing <br />pavement, curb replacement, full depth reconstruction in the southwest corner, drainage channel <br />improvements and installation of a pedestrian ramp in back of City Hall/Fire Department, lighting issues, <br />and the cost of the project including street assessments for the thin overlay, the time line of the projects, <br />and meeting MN State Statute 429 requirements. <br /> <br />b. Res. 22-0XX Approving the Resolution Receiving the Feasibility Report and Calling for <br />Public Hearing on Improvement <br /> <br />Administrator Statz reviewed the resolution contained in CouncilÓs packet. Mayor Love asked if he was <br />looking for a motion to accept this resolution. Administrator Statz concurred. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King to Approve the Res. #22- <br />018 - Receiving the Feasibility Report and Calling for a Public Hearing on Improvement.
