City of Centerville <br />City Council Meeting Minutes <br />October 12, 2022 <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the Consent <br />Agenda Items #1-5 as Presented. All in favor. Motion carried. <br /> <br />Item #6 Î Council Member King stated that he was wondering about the small cities and what they share <br />in common and what do we gain from them versus the metro cities. Are we paying for extra lobbying for <br />the same thing, is this basically all this is? Administrator Statz stated both are lobbyist groups. We are <br />sharing the cost of lobbyist group. Both groups are affiliated with League and they know what they are <br />both up to so they do overlap their efforts. He feels that this is a nice separation. Council Member King <br />stated most things that the small cities have are outside of MUSA area. How many small cities do we <br />have in here? He wanted to know what they are going to give us because we are inside the MUSA District <br />where most of them are outside. Administrator Statz stated this is why we have not been a member before. <br />The number 1 thing he stated is local government aid, but more specifically, state aid for streets. They <br />lobbied for us to get some funding through that program. Council Member King stated that being that we <br />are inside MUSA, we do not receive extra benefits or discriminate against because of the size of our <br />community because we are in this district. Administrator Statz stated often its either MUSA or population <br />not the combination of the two in most policies. <br /> <br />Motion by Council Member King, seconded by Council Member Lakso to Approve Consent <br />Agenda Item #6 as Presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />nd <br />1. Ord. #126, Second Series Î Chapter 111 Î Liquor Regulations (2 Reading) <br /> <br />Attorney Glaser stated that this is a simple change removed proximity requirement and this would <br />encourage new businesses in to town. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Ord. #126, <br />Second Series Î Chapter 111 Î Liquor Regulations as Presented. All in favor. Motion carried. <br /> <br />nd <br />2. Ord. #127, Second Series Î Chapter 91 Î Nuisance & Abatement (2 Reading) <br /> <br />nd <br />Administrator Statz stated that this is the 2 Reading for Ord. #127, Second Series Î Chapter 91 Î <br />Nuisance & Abatement dealing with addition of Emerald Ash Borer to the ordinance but instead we <br />decided to do addition by subtraction by making the ordinance generic as to diseased trees with no <br />specific types of diseases and if its dead or dying trees needs to be taken down. <br /> <br />A lengthy discussion ensued regarding who is going to make the call of a dead/diseased tree, complaints, <br />safety, process (how many letters get sent out before any action is taken), time frame as to taking tree <br />down, if and when an arborist should be hired, cost, who is going to be the designated officer, and etc. <br /> <br />Motion by Council Member King, seconded by Council Member Mosher to Table Ord. #127, <br />nd <br />Second Series Î Chapter 91 Î Nuisance & Abatement (2 Reading).
