City of Centerville <br />City Council Meeting Minutes <br />February 22, 2023 <br />3. American Rescue Plan Act (ARPA) Funds Allocation <br /> <br />Administrator Statz reviewed the presented materials with Council. He stated that the materials had been <br />prepared by Finance Director DeJong and completed the required reporting associated with the American <br />Rescue Plan Act funding allocated to the City for lost revenue due to COVID. Administrator Statz stated <br />that the money is being accounted for with the purchase of the Toolcat, previous paving project and <br />payroll expenditures. <br /> <br />Discussion ensued regarding ensure reporting, following requirements associated with the expenditures <br />and allow ability, Street Fund balance, future allocations of funding and discussion if Council wanted, <br />transparency to residents and the benefits received, proper accounting and reporting and the Capital <br />Improvement Plan not including inflation. <br /> <br />4. Public Employee Retirement Assoc. (PERA) Defined Contribution Plan <br /> <br />Administrator Statz reported that Council Members were eligible for the program offering and <br />information was contained in the packet for their review and consideration. <br /> <br />Discussion ensued as to whether employees received matching funding for their PERA contributions, a <br />small administrative fee for operating the program and wages paid for Mayor and Council Members <br />being minimal. <br /> <br />5. Development Incentives – Hotel Site w/detached Restaurant <br /> <br />Administrator Statz stated that there was developer interested in the parcel of property north of NorBella <br />of Centerville. He stated that the developer has inquired as to incentives that may be available for <br />construction of a hotel with a detached restaurant. Administrator Statz stated that Tax Increment <br />Financing is not available for a project such as this and it is not City owned property so discounting land <br />purchase fees do not apply. He stated that some incentives that the City could consider could be <br />discounted sewer/water connection fees, waiving of park dedication fees or tax abatement. He stated that <br />this was a discussion item to obtain Council’s direction for continued discussions with the developer. <br /> <br />Discussion ensued that the developer was the same developer that previously wanted to construct <br />apartments on the site, that they constructed the hotel located at Running Aces and has a background in <br />management of similar facilities. Brief discussion also took place regarding zoning of the property, <br />appropriate uses, tax abatement on the restaurant if it were a part of the building or detached, additional <br />research, taxes charged to hotels that assist visitor bureaus and organizations that give marketing and <br />advertising assisting in tourism, Xcel Energy’s large addition to their training center in Hugo, the Amazon <br />building, tie incentives to what the Council would like to see, whether a recent tax abatement project in <br />Forest Lake was public information and the City’s assessor putting information together for proposed <br />taxes on a building for future discussion. <br /> <br />III.
