City of Centerville <br />City Council Meeting Minutes <br />March 8, 2023 <br />& M Holdings, LLC) ample time to complete their due diligence, obtain pricing and funding to allow for <br />construction of a salon on the parcel. Attorney Glaser briefly stated that the agreement would allow for <br />timeframes for completion of certain requirements, protect the City during the period and allows for the <br />potential purchaser to reserve the location from further purchase until June 15, 2023. <br />Additional discussion ensued regarding building design, the processes that would be needed to further <br />the project in the future (Planning & Zoning Commission appearances, Council approvals, etc.). Brief <br />discussion to place regarding an anticipated Ribbon Cutting and Mr. Brass stated potentially within (9) <br />months. <br />Motion by Council Member Mosher, seconded by Council Member Koski to Enter into a Purchase <br />Agreement With F & M Holdings, dba Guys and Dolls as Presented but Given Authority to <br />Attorney Glaser for Slight Modifications if Need for 1737 Main Street and the Abutting Parcel <br />Owned by the City. All in favor. Motion carried. <br />2.Scheduling City Council Retreat <br />Administrator Statz briefly reviewed his submitted Request for Council Action that was submitted in <br />Council Packet with them. He suggested that Council may desire to hold a Strategic Planning Meeting <br />in September or October to plan for the 2024-2025 biennium with population 5,000 as being a central <br />topic. He felt that discussions could be held in late March or early April at a Work Session which would <br />encompass topics associated with the current Strategic Plan, goals contained, progress, course adjustment <br />if necessary and etc. He explained that the EDA contracted with a firm to complete a study involving <br />the Downtown area and felt that the outcome of that study would assist in future planning. He reported <br />that the results where to be received by the EDA in early April with a final version presented in May. <br />Discussion ensued regarding the length of a Work Session, holding several Work Sessions or holding a <br />Special Work Session being several hours in length with the meetings being open to the public and having <br />the ability to obtain members’ schedules through a Google Poll for arranging the meeting date. <br />Administrator Statz stated that he would arrange a Poll. Brief discussion ensued that Jr. Council Member <br />Shaw’s attendance would be welcomed. <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br />1.Administrator/Engineer Report – Administrator Statz stated that his report was in Council’s <br />packet for their review and he would be happy to answer any questions they may have. He stated <br />that Staff had recently submitted a grant on behalf of the City and was successful. He stated that <br />it was a St. Paul Areas Association of Realtors (SPAAR) grant is to support homeownership, <br />placemaking, walkability and other features. He stated that the maximum grant level was $3,000 <br />and the City had yet to hear about its amount awarded. He stated that ideas would be brought <br />forward regarding the funding usage in the near future. He reported that the next day would be <br />at “Day at the Capital” with Police Chief Mork testifying on behalf of State Aid for public safety. <br />He stated that there would be a Local Government Official’s meeting on March 29, 2023 at the <br />Bunker Hills Activity Center where the County Attorney and Sheriff would be updating <br />individuals on such items as warning sirens, etc. He stated that the meeting would be posted for <br />a Potential for Quorum. Mayor Love stated that approximately 113 individuals had completed <br />the Downtown Survey and he was anticipating that more would complete it by the deadline date. <br />Page 4 of 6 <br /> <br />
