Market Analysis for Downtown Redevelopment <br />LOCY p <br />CONSULTING City of Centerville Economic Development Authority <br />April 3, 2023 <br />1. Site Analysis <br />This section reviews the regional context, defines <br />the Downtown Centerville area of analysis, and <br />assesses the strengths and weaknesses of <br />Downtown Centerville that impact the potential for <br />redevelopment. <br />Regional Context <br />The community of Centerville was officially <br />established on August 11, 1857, when Minnesota <br />was still a territory. At that time, Centerville was <br />known as Centerville Township and included the <br />current cites of Centerville and Lino Lakes. The <br />downtown area of Centerville was originally known <br />as the French Section because it had originally been <br />settled by French Canadians. Residents of the French <br />Section formed the Church of St. Genevieve of Paris <br />in 1853. The church served as the school for the <br />area. In 1956, residents organized the present-day <br />Centennial School District #12, named to reflect the <br />100-year history of schools serving the area. <br />Map 1.1 shows the area around Downtown <br />Centerville. Centerville is located in Anoka County, <br />and the city is completely surrounded by the City of <br />Lino Lakes. <br />Centerville is located on the east side of the Rice <br />Creek Chain of Lakes and is more oriented toward <br />Interstate 35E. The more developed areas of Lino <br />Lakes are located on the west side of the Rice Creek <br />Chain of Lakes and are more oriented toward <br />Interstate 35W. The two interstates connect just <br />north of Centerville in the City of Columbus and <br />continues on to Duluth as Interstate 35. Downtown <br />Minneapolis is located about 25 miles southwest of <br />Centerville, and Downtown St. Paul is located about <br />20 miles south of Centerville. <br />While the majority of Centerville has been <br />developed, the community maintains a more rural, <br />small-town feel. Within the Metro Area, the <br />communities along this section of Interstate 35E <br />have become a housing growth corridor, as new <br />housing developments have been built in Forest <br />Lake, Hugo, and Lino Lakes. <br />Downtown Centerville, looking south from the intersection of Main Street and Centerville Road <br />Page 112 <br />
