N May 2, 2022 Centerville Planning & Zoning Commission Page 4 of 5 RE: Amazon Fulfillment Center, Sign Variance Condition for Approval 1) The location of the sign proposed on Fairview Street will be revised to meet the required 15- foot setback from the street right-of-way. Findings of Fact for Approval of Variance 1) The proposed use - informational signs for the hundreds of vehicles serving the Amazon distribution facility - is reasonable and is in harmony with the intent of the zoning code and the comprehensive plan. 2) The Purpose and Intent section of the City's sign ordinance includes the principle that the public will not be "annoyed, distracted, or displeased" by "unnecessary" signage, and as such, the ordinance limits the number of ground signs per property in the industrial district. 3) The Amazon facility occupies a 40-acre site in the City's industrial district where many of the businesses are on much smaller sites. If this property were developed with more typical lot sizes, each business with its own signage, there might have been many more signs on 21It Avenue South and Fairview Street than the three signs proposed by Amazon. 4) The size of the Amazon site and the number of vehicles it serves make it a unique property in the City. Meeting the ordinance requirement of only one sign on the site poses a serious practical difficulty to safe and efficient operation of the facility. 5) Within the context of the many business sites in the surrounding commercial and industrial area, the three proposed signs will not alter the essential character of that locality. 60-DAY RULE The application was submitted on April 12, 2023. The deadline for final action by the City Council on the variance request per State statue 15.99 is June 12, 2023.
