We are pleased to furnish this Proposal for a Phase I Environmental Site <br />Assessment (ESA) of the above referenced property in Centerville, Minnesota. Anoka County indicates the <br />property consists of eight contiguous parcels totaling 1.59 acre of vacant land. Based on our review of M PCA <br />online databases, the subject property was identified with a petroleum release and on the Petroleum <br />Brownfield database. No releases were identified for the adjoining properties. We will include a regulatory <br />file review of the previous petroleum releases on the property. <br />SCOPE OF SERVICES <br />The proposed scope of services will be performed in accordance with the minimum scope of ASTM Standard <br />Practice E 1527-21. The purpose of the Phase I ESA is to evaluate the property for recognized environmental <br />conditions as defined in the ASTM Standard Practice E1527-21, which is the nationally recognized industry <br />standard that also meets the performance requirements referenced in the All Appropriate Inquires Rule (40 <br />CFR Part 312). The key components include: <br />Historical Land Use Records Review. The land use history will be researched to evaluate if there is any reason to <br />believe hazardous substances or petroleum products could have been released on or near the property. <br />Government Records Review. We will obtain and review current ASTM Standard Environmental Record <br />sources to determine if the property or surrounding sites within specified search distances are listed on <br />federal or state public records normally associated with recognized environmental conditions. <br />Interviews: The property owner, occupant(s), and at least one government official will be targeted for <br />interviews to inquire of their actual knowledge of features and uses of the property in connection with <br />recognized environmental conditions. <br />Site Reconnaissance: On site observations will be performed and documented to check for evidence of <br />recognized environmental conditions. Observations will be performed throughout the grounds and inside <br />any buildings within the constraints of safe and allowable access.
