Market Analysis for Downtown Redevelopment <br />CONSULTING City of Centerville Economic Development Authority <br />April 3, 2023 <br />Downtown Centerville, looking northwest from the intersection of Main Street and Centerville Road <br />Downtown Centerville Defined <br />For purposes of this analysis, Downtown Centerville <br />is defined using the central business district/mixed- <br />use district from the 2030 and 2040 maps in the <br />city's comprehensive plan. Map 1.2 on Page 14 <br />shows the defined Downtown Centerville area. <br />Based on the Downtown Centerville Master Plan, the <br />city's comprehensive plan envisions this area as a <br />mixed -use district that would include retail, <br />restaurants, service uses, and multifamily and senior <br />housing. The comprehensive plan recommends the <br />city evaluate the potential use of tax increment <br />financing and other public assistance programs to <br />assist in implementing redevelopment opportunities <br />in this area. <br />The area for Downtown Centerville is generally <br />about four city blocks by four city blocks and is <br />centered around the intersection of Main Street and <br />Centerville Road. The area currently consists of a <br />handful of commercial buildings, Centerville <br />Elementary School, buildings for St. Genevieve's <br />Church, and older single-family homes. Centerville <br />Lake is located directly west of Downtown <br />Centerville. <br />Downtown Centerville is located on a slightly higher <br />elevation overlooking Centerville Lake. The 473- <br />acre lake has residential development only on the <br />eastern side. The city's 0.5-acre Trailside Park is the <br />home show site of the Bald Eagle Waterski Club on <br />Tuesdays and Thursdays throughout the summer. <br />Centerville Lake is part of the Rice Creek Chain of <br />Lakes Park Preserve, a 5,500-acre county park with <br />boat docks, campsites, hiking, biking, and canoe <br />trails, a fishing pier, and playgrounds. <br />Transportation Corridor <br />Main Street is the primary transportation corridor <br />through the City of Centerville. To the east, Main <br />Street (CSAH 14) connects the city to the <br />interchange at Interstate 35E. After the interchange, <br />Main Street continues as Washington County Road <br />8/Frenchman Road, intersecting with US Highway <br />61 in Hugo. <br />West of the Main Street -Centerville Road <br />intersection, Main Street continues to the northwest <br />Page 117 <br />
