LOCMarket Analysis for Downtown Redevelopment <br />CONSULTING City of Centerville Economic Development Authority <br />April 3, 2023 <br />Boahvorks Commons in White Bear Lake <br />■ Dedicated, convenient parking for the commercial <br />spaces is very important, said several developers. <br />■ One developer said the city required too much <br />parking for the residential. <br />"You've got to get residential parking as close to <br />one stall per bedroom as you can get," said one <br />developer. "And you need some guest parking <br />too." <br />Developing the project with a commercial tenant <br />commitment can improve the chances of success. <br />One mixed -use developer said that they often <br />have challenges filling commercial spaces after <br />they are built. He said he prefers to work with a <br />potential tenant at the pre -development phases. <br />The developer who built The Lighthouse Lofts said <br />they worked with the restaurant tenant Mallards <br />prior to development and that that worked well. <br />Developers suggested that cities encourage <br />horizontal mixed -used development over <br />vertical mixed use. <br />Several developers said that vertical mixed -use <br />adds much more complexity to the project. Much <br />of the benefit of multiple uses can be achieved by <br />having the commercial and residential spaces <br />next to each other rather than stacked. <br />One developer pointed out that that is what <br />suburban shopping center owners are doing. <br />They see the value of the residential but keeping <br />the uses separated can be easier to manage and <br />more attractive to potential residents and <br />commercial space users. <br />Page 179 <br />
