City of Centerville <br />Council Meeting Minutes <br />October 9, 2013 <br />Lengthy discussion was had regarding potential for setting precedence; group verses <br />individual property owners, concerns for assessments and costs incurred by the City, <br />ongoing liability, existing structures in easements, obtaining easements and seasonal <br />moisture. <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to <br />Approve Res. #13-022 — Authorizing City Participation in Resolving Private Storm <br />Drainage Problems as presented. <br />Brief discussion was had regarding appropriate language for a group of residents versus one <br />resident for required participation. <br />All in favor. Motion passed. <br />2. Authorize Part -Time Finance Director Position & Employment of Ms. Ellen <br />Paulseth <br />Administrator Larson stated that he has been actively seeking a neighboring community's <br />willingness to assist with financial oversight of the City's funds and providing assistance to <br />the Account Clerk. Administrator Larson stated that previous Finance Director Ms. <br />Paulseth is very well suited for the position and has agreed to the presented agreement. <br />Council Member Paar stated that she was previously employed by Centerville and he highly <br />recommends Ms. Paulseth for the position. <br />Motion by Council Member Paar, seconded by Council Member Fehrenbacher, to <br />approve the hiring of Ms. Ellen Paulseth as the City's Part -Time Finance Director and <br />Employment Contract as presented. All in favor. Motion passed. <br />IX. ANNOUNCEMENTS/UPDATES <br />City Administrator Larson stated that a work session should be scheduled in the near future <br />allowing discussion for the 2014 Street Improvement Project and any other open issues. <br />CLOSED EXECUTIVE SESSION at 8:50 p.m. (Attorney Client Discussion of Pending <br />Litigation) <br />During the closed session, City Attorney Glaser reviewed the status of the litigation <br />regarding the Sheehy special assessment appeal. <br />The meeting was reopened to the public at 9:02 p.m. <br />Motion by Council Member Love, seconded by Council Member Paar, to adopt <br />Resolution 13-009a, a resolution to clarify the substance and adoption of Resolution <br />13-009, as presented.
