City of Centerville <br />City Council Meeting Minutes <br />May 10, 2023 <br />Acting Mayor Koski also commented on Item #9, the appointment of Ms. Linda Broussard -Vickers to <br />the Planning & Zoning Committee until such time as an alternative candidate may apply and welcomes <br />her back. <br />Motion by Council Member Taylor, seconded by Council Member King, to Approve of the Consent <br />Agenda Items 4, 8 and 9 as Presented. All in favor. Motion carried. <br />VIIL OLD BUSINESS <br />1. Res. #23-OXX — Calling for a Public Hearing on Assessments for the 2022 Thin Mill & <br />Overlay Project <br />Attorney Glaser stated that this resolution is for a public hearing on assessments for the 2022 Thin Mill <br />& Overlay Project. He explained that this is a limited hearing and for a few property owners. He stated <br />that this assessment is a long process and when it went through, a series of hearing notices went out and <br />it was discovered that during the process, several properties changed hands. Notices that were sent to <br />those properties, it was discovered, that the U.S. Postal services forwarded them to the previous owner <br />rather than the current owner. He stated that the current owner never received the notices so that is the <br />reasoning behind the reassessment allowing the similar process for all others affected by the project. He <br />stated that there is a provision within law to correct mistakes and city found property changed hands and <br />lists of property impacted and only them. <br />Acting Mayor Koski stated that he did not recall completing this previously. Administrator Statz <br />explained that there were a combination of items that occurred with the improvement and assessment <br />hearing. He clarified that the notices were addressed to the property owner or current property owner <br />with the postal services forwarding them to the previous owner as they forwarded their mail to their new <br />residence and lacked forwarding them back to the post office or new owner. Administrator Statz stated <br />that Ms. Bender was not responsible for this action by the postal service. <br />Motion by Council Member Taylor, seconded by Mosher to Approve Res. #23-013 — Calling for a <br />Public Hearing on Assessments for the 2022 Thin Mill & Overlay Proiect as presented. All in favor. <br />Motion carried. <br />IX. NEW BUSINESS <br />1. Variance Request — Amazon Services, LLC <br />Administrator Statz stated that the Planning & Zoning Commission held a public hearing for the request <br />and that there was no public comment. He reviewed current Code requirements and stated that due to <br />the size of the campus, directional signage was needed. He explained that the signage would assist their <br />drivers with location of proper entrance from 21st Avenue and Fairview Street. He reported that the <br />Commission recommended approval with conditions outlined in the Findings of Fact contained in <br />Council's packet. <br />Mr. Patrick Murry, a representative for Ryan Companies, was present and available for questions. <br />Acting Mayor Koski stated that the Commission discussed the variance request and reported that they <br />felt it was a fair request as the signage is not associated with advertising or marketing but provide safety. <br />Page 4 of 6 <br />
