City of Centerville <br />City Council Meeting Minutes <br />June 14, 2023 <br />offices and remodeled the kitchen area, but most of the cost that was associated with that remodel was <br />for the kitchen area. The newly proposed remodel preserves that investment by keeping the kitchen space <br />intact and reducing the office area. Most of the work that will be done will be handled by staff — keeping <br />the cost down. <br />Discussion ensued about materials for the remodel and use of the space. <br />Motion by Mayor Love, seconded by Council Member Mosher, to Approve CFD Station 3 <br />Renovation Proposal in an amount not to exceed $7000. All in favor. Motion carried. <br />2. Stormwater Utility Cost Share — Oak Circle Project & Special Assessment <br />Agreement/Waver <br />Assistant City Administrator Lewis explained to council that in 2013 the city adopted Res. 913-022 <br />authorizing the city's participation in resolving private storm drainage problems, which would allow <br />property owners an opportunity to cost share with the city contributing 25% toward improvements and <br />the remaining 75% being placed on property taxes through special assessments. The 2013 resolution <br />references "groups of property owners" as several residents had addressed Council regarding wet <br />backyards. During that time, projects involved numerous residents and not all of them wanted to <br />participate in the program. The intent of the program was to have 100% participation in a group project. <br />Over the last several years very few requests for assistance through this program have been brought to <br />the city. However, recently, the City has received requests from two individuals of abutting properties. <br />Mr. and Mrs. Alexander Haffke approached the city to request that work be completed in their back yard <br />to connect into the city's infrastructure (catch basin in the drainage/utility easement) behind their house. <br />Assistant Administrator Lewis explained that both property owners have signed a Special Assessment <br />Agreement and Waiver of Appeal and agreed to grant the city an easement for maintaining the installed <br />60' drain tile/pipe and catch basin. <br />Discussion ensued about the intent of the Stormwater Utility Cost Share program, the budget for the <br />program and program recipients. <br />Council Member Taylor stated that she would like to table this item for future discussion, so they can <br />review the policy and get legal advice to ensure they are all interpreting program guidelines in the same <br />way. <br />Motion by Council Member Taylor, seconded by Council Member King, to table the Stormwater <br />Utility Cost Share — Oak Circle Proiect & Special Assessment A2reement/Waiver for a future <br />discussion. All in favor. Motion carried. <br />3. Juneteeth Holiday <br />Assistant City Administrator Lewis explained to council that we have a new State Holiday on June 19, <br />noting that this was signed by the Governor, and no public business can be transacted on a holiday, except <br />in case of necessity, including the new Juneteenth holiday. <br />Staff is requesting that city council add this holiday, with compensation for employees, to the already <br />approved holiday calendar for the 2023, and review the 2024 holiday calendar at another time to <br />determine if adjustments are needed. <br />Page 3 of 5 <br />
