A certificate permitting the holder thereof <br />to practice massage is nontransferable. <br />Ord. #70, adopted 1111312002, Ord. 2d 416, amended 1211312006 <br />§ 115.33 INVESTIGATION OF APPLICATION. <br />(A) Certificate applications shall be reviewed by the local Police Department, which shall furnish written <br />recommendations to the City Council. <br />(B) Thereafter certificates shall be granted or denied by the City Council subject to the provisions of this <br />Chapter. <br />(C) The applicant may appeal to the City Council. <br />Ord. 970, adopted 1111312002 <br />§ 115.34 CONDITIONS GOVERNING ISSUANCE OF CERTIFICATE. <br />(A) Certificates shall be issued only to persons who have received and can furnish proof of receiving a <br />qualifying amount of education. These minimum requirements are any of the following: <br />(1) Hold an associate degree or greater level degree in a field of nursing or physical therapy from a <br />State -accredited, post -secondary educational institution, and hold a current license, in good <br />standing, from the State of Minnesota to practice nursing or physical therapy; <br />(2) Receive no less than 500 hours of certified therapeutic massage training from an institution <br />recognized and accredited by a State or National professional therapeutic massage organization, <br />to include, but not limited to the: <br />(a) American Massage Therapy Association, or <br />(b) Associated Massage and Bodywork Professionals; or <br />(3) Receive no less than 500 hours of certified therapeutic massage training from any institution, and <br />successfully pass the national examination for therapeutic massage within the year prior to <br />application as offered by the National Organization Board for Therapeutic Massage and <br />Bodywork. <br />(B) Certificates shall be issued only to persons of good repute. <br />(C) Certificates shall be issued only to persons free of convictions for offenses which involve moral <br />turpitude or which relate directly to the person's ability, capacity or fitness to perform the duties and <br />discharge the responsibilities of the occupation. <br />207 1 P a g e <br />
