City of Centerville <br />City Council Work Session Meeting Minutes <br />June 28, 2023 <br /> <br />1. City of Centerville Claims through June 28, 2023 (Check #35989-36019) & (2092E-2097E) <br />2. Centennial Lake Police Department Claims through June 22, 2023 (Check <br />#14817-14831), (E2023048), Payroll (Check #14815-14816) <br /> <br />Mayor Love provided an opportunity for members to pull items for additional discussion. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Koski to Approve of the Consent <br />Agenda as Presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. None <br /> <br />IX. NEW BUSINESS <br /> <br />1. Extension of Purchase Agreement Î 1737 Main Street <br /> <br />Assistant City Administrator Lewis stated that the current Purchase Agreement was due to expire, along <br />with the Planning & Zoning CommissionÓs request for an extension, according to state statute, to consider <br />their submitted Preliminary Plat, Planned Unit Development & Site Plan Reviews due to architectural <br />components lacking, along with environmental studies and grant potentials through Anoka County. In <br />response to the CommissionÓs action, the applicants have requested an extension to complete their due <br />diligence and continued work with the City to meet guidelines, etc. <br /> <br />Attorney Glaser reviewed the First Amendment to the Purchase Agreement contained in the packet with <br />Council. He stated that he believes the agreement is fair and allows for an extension through January 29, <br />2024. <br /> <br />Discussion ensued regarding the possible loss of time during the period to market the property to others, <br />the CityÓs willingness and showing good faith in attempting to accommodate their new businesses. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve the Extension <br />of the Purchase Agreement Î 1737 Main Street as Presented. <br /> <br />Council Member King stated that he agreed with the intent but had concern for the potential period of <br />time lost to market the property to others if F & M chose to back out of the purchase. He asked if Council <br />could extend for a shorter period of time (three months) and then extend if needed at that point. <br /> <br />Attorney Glaser stated that he felt that a three-month extension was not long enough to complete the <br />architectural components that are lacking, environmental studies, etc. and they would be back to request <br />another extension. He did state that it could be for a shorter period if Council desired. He also stated <br />that the City is providing the developer with a gracious welcome and that it would only make sense that <br />if the developer determined at any point that the project did not work, they would cancel the agreement. <br /> <br />All in favor.
