BUILDING, PRINCIPAL. See principal structure <br />BUSINESSAREA. Any business activity which renders service to other commercial or industrial <br />enterprises. <br />CERTIFICATE OF OCCUPANCY Issued by the Building Official/Inspector of the city upon <br />satisfactory final inspection of dwelling unit(s) or commercial building(s). <br />CLEAR CUTTING. The indiscriminate removal of trees, shrubs or undergrowth with the intention of <br />preparing real property for nonagricultural development purposes. This definition shall not include the <br />selective removal of non-native tree and shrub species when the soil is left relatively undisturbed, <br />removal of dead trees or normal mowing operations. <br />CLINIC. Any establishment where human patients are examined and treated by doctors or dentists but <br />are not hospitalized overnight. <br />CLINIC (SUBSTANCE ABUSE TREATMENT). Any establishment where human patients are <br />examined and treated by licensed medical practitioners for substance abuse -related conditions but are <br />no hospitalized overnight. <br />' Formatted: Indent: Left: 0" <br />CLUB. Any establishment operated for social, recreational or educational purposes but open only to <br />members and not the general public. <br />CLUSTER HOUSING. The grouping of single-family dwellings within specified areas while <br />maintaining the same overall allowable density in that same area. <br />COMMERCIAL USE. An occupation, employment or enterprise that is carved on for profit by the <br />owner, lessee or licensee. <br />COMMISSION. The Planning and Zoning Commission of the city. <br />COMMISSIONER. A member of the Planning and Zoning Commission. <br />COMPREHENSIVE PLAN. A compilation of policy statements, goals, standards and maps for guiding <br />the physical, social and economic development of the city and including a land use plan, a community <br />facilities plan and a transportation plan which has been prepared and adopted by the city. <br />CONDITIONAL USE. A use which, because of special problems of control, requires reasonable <br />limitations peculiar to the use for the protection of the public welfare and the integrity of the <br />comprehensive plan. <br />CONDITIONAL USE PERMIT. A permit, issued by the Council, in accordance with procedures <br />specified in this chapter as a flexibility device to enable the Council to assign dimensions to a proposed <br />3341 Page <br />
