City of Centerville <br />City Council Work Session Meeting Minutes <br />August 23, 2023 <br />c. 1615 Widgeon Circle Î Encroachment Agreement <br />d. 1615 Widgeon Circle Î Special Assessment Agreement & Waiver of Appeal <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve the <br />Widgeon Circle Stormwater Project as Submitted. All in favor. Motion carried. <br /> <br />3. Oak Circle Stormwater Project <br />a. 6905 Oak Circle Î Special Assessment Agreement & Waiver of Appeal <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve the <br />Widgeon Circle Stormwater Project as Submitted. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Appeal/Extension, Per City Code, Chapter 91, Subsection 91.08 Î Twin Townhomes of <br />Eagle Pass <br /> <br />Administrator Statz stated that a request was received from the Board of the Twin Townhomes of Eagle <br />Pass for an extension allowed by Code. Staff would recommend that they hire an Arborist to determine <br />if there is an imminent danger, they would be removed immediately and that they are requesting to be <br />allowed removal by January 31, 2024. <br /> <br />Discussion ensued regarding removal of the additional cost of hiring an Arborist and that Staff could <br />make the trees that needed to be removed and determine imminency, prediction of falling on neighboring <br />property, City immunity for liability by allowing to stand, if in right of way/easement have control over <br />and party of City powers and a friendly recommendation to secure dead trees to until removal. <br /> <br />Council Member Mosher, seconded by Council Member Koski to Grant the Requested Extension <br />for Removal of Dead Trees (8) on PIN #23-31-22-24-0098 by the Twin Townhomes of Eagle Pass <br />Association to January 31, 2024, for Staff to Clearly Identify those Trees that are Dead/need <br />Removal and Determine the Necessity of Those That Required Immediate Removal. All in favor. <br />Motion carried. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> <br />1. Administrator/Engineer Report Î Administrator Statz stated that his AdministratorÓs Report <br />was contained in the CouncilÓs packet and that he would be happy to answer any questions that <br />may be had. He stated that he had recently attended several meetings at the Rice Creek Watershed <br />District Board Meetings and Public Hearings where the Centerville Lake Water Quality project <br />was added and that he provided support on behalf of the City along with the CityÓs support of <br />their general activities of continuing their trend for providing more projects and less <br />regulations/redundancies. <br /> <br />Assistant City Administrator Lewis reported that all surveys had been completed regarding the <br />availability of members for the Council Retreat which would be scheduled for October 21, 2023 <br />from 10 a.m. Î to 2 p.m. and that a location would be forwarded to attendees shortly. She also <br />reported that she had an opportunity to attend a Ribbon Cutting Ceremony in Brooklyn Park <br />recently for a project that provided incubator spaces (i.e. work space/retail units) in a plaza that <br />was entirely owned by their EDA.
