CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: October 11, 2023 Public Safety VIII.1 TITLE OF ISSUE: Centennial Lakes Police Department Joint Powers Agreement Amendment BACKGROUND AND SUPPLEMENTAL INFORMATION: The Centennial Lakes Police Department's (CLPD) Governing Board meets on October 9. We anticipate that the result of that meeting will be to recommend a change in the funding formula laid out in the department's Joint Powers Agreement (JPA). If the Governing Board puts forward a recommendation to change the JPA, each member city must also approve the change. The proposal is to move from a 40%/40%/20% formula where the factors are Population/Calls/IACP formula, respectively, to a formula where the factors are Population/Calls/Taxable Market Value. This will be phased in over the course of 3 years. Year 1 it will be 50% Pop., 40% Calls, 10% TMV; year 2 45% Pop., 45% Calls, 15% TMV and finally, year 3 and beyond will be 40% Pop., 40% Calls, 20% TMV COST AND SOURCE(S) OF FUNDING: By year 3, equivalent to $75,000 increase in Centerville's share exclusive of overall departmental increases.
