City of Centerville <br />Planning and Zoning Commission <br />September 05, 2023 <br /> <br /> <br />In summary noted changes are: <br /> An accessory structure may be constructed on a parcel without a principal structure if the <br />vacant lot is adjacent to a residential homesteaded lot with an existing primary structure on <br />it and owned by the same family or person. <br /> Only 1 accessory structure is allowed, and it cannot exceed 200 SF. <br /> The siding of the accessory building must be similar in style and color to the primary <br />structure on the adjacent lot. <br /> The use of the structure can only be residential in nature, i.e., a playhouse, shed, etc. <br /> In the event of a sale of the vacant lot to a property that is not adjacent, the accessory structure <br />must be removed or demolished unless a new primary structure is built within 1 year on the <br />vacant lot. <br /> <br />Discussion ensued about the proposed revisions, with the Planning & Zoning Commission striking <br />proposed language about the primary structure not being able to be demolished or removed, to make <br />way for the accessory structure, for a period of five years (third bullet in the second sentence). <br /> <br />Administrator Statz added that staff has received a couple of calls pertaining to the proposed <br />revisions, noting that there will likely be some public input at the upcoming public hearing, <br />th <br />scheduled on October 10. <br /> <br />b. Native Landscapes <br />Assistant City Administrator Lewis introduced this item as presented in the packet, noting that state <br />statute requires municipalities to allow natural landscapes. The proposed changes to the city’s <br />ordinance are to amend the definitions portion of the ordinance to state that: <br /> <br />The term Weeds and Rank vegetation includes, but is not limited to: <br /> <br />“Any grass, weeds, or plants, other than trees, bushes, flowers, or other ornamental plants growing <br />to a height exceeding eight inches that are not part of a managed natural landscape as defined in <br />state statute 412.925; and … <br /> <br />Assistant Administrator Lewis also provided an update on what surrounding cities are doing; <br />landscape plans and permits are required in some instances in Circle Pines and Lexington. <br /> <br />Administrator Statz added that managed landscapes are not applicable in the Right-of-Way portion <br />of city code. <br /> <br />A public hearing will be held on this ordinance at the Planning and Zoning Commission meeting, <br />th <br />scheduled for October 10. <br /> <br />c. Medical Facilities <br />Assistant City Administrator Lewis introduced this item as presented in the packet, noting the <br />proposed revisions to the city’s Zoning Ordinance (Chapter 156). The proposed revisions are shown <br />in a redline draft document in the packet. In summary, the changes are to add a definition for a <br />substance abuse treatment clinic, add a definition for a licensed medical practitioner, and include <br />recommendations as outlined in Attorney Glasser’s memo, which is included in the packet.
