City of Centerville <br />City Council Work Session Meeting Minutes <br />August 23, 2023 <br />Council Member Koski requested that Consent Agenda Item #5 be pulled for further discussion. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Approve Consent <br />Agenda Items #1-4 & #6 as Presented. All in favor. Motion carried. <br /> <br />Council Member Koski stated that Item #5 was a Special Event Permit-Private Property which was <br />submitted by fairly new residents who wanted to get to know their neighbors by hosting a neighborhood <br />party. He stated that he felt that it was a fantastic way to meet neighbors, he encouraged others to also <br />engage in getting to know their neighbors and to continue the tradition of keeping Centerville as having <br />the “small town” feel. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Consent <br />Agenda Item #5 as Presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Res. #23-0XX - Stormwater Program Policy <br /> <br />Administrator Statz stated that the item was brought back, involved the City Attorney and started a new <br />policy which incorporated previous language, new language and input from Council from the past. <br />Attorney Glaser stated that the format had changed, attempted to add clarity and formalize the policy. <br />He stated that structure was provided for ranking projects and their criteria. <br /> <br />Lengthy discussion ensued regarding environmental sustainability of a remediation project, the necessity <br />of providing two bids and following the same standards required by the City, ensuring that the City is not <br />causing issues/stormwater hardship on another and how same was addressed in the policy, state of the <br />law/civil law between neighbors or negatively effecting others and the policies clarity, Attorney Glaser’s <br />willingness to state “close by neighbors/nearby or all other properties” as language modifications rather <br />than “other” in 7), c. Administrator Statz’ recommendation to add the language “Conditions on other <br />properties”. Discussion continued regarding the terminology of the previous policy only referring to <br />“groups” versus individual property owners, easements being conveyed to the City, the benefit to the <br />City and if the homeowner does not maintain the City can and the City’s ability to enter into that area or <br />land right at no cost, projects entering easement of the City already but if one is not then they must <br />provide, the City’s ability to make repairs and assess back to the property owner, assisting residents with <br />projects of this type, it being a good policy, assessments and its governance per State Statute 429 and the <br />loan versus a grant program versus this program which contains oversight, a reasonable interest rate being <br />provided through the program. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #23-017 – <br />Authorizing City Participation in Resolving Private Storm Drainage Problems “Storm Drainage <br />Grant Program” with Amendments to the Policy as Follows: 6) Adding “iii. The environmental <br />sustainability of a proposed remediation project. and 7), c, Replacing “other” with “adjacent”. <br />Mayor Love opposed. Motion carried. <br /> <br />2.
