City of Centerville <br />City Council & Closed Exec. Session Meeting Minutes <br />October 11, 2023 <br />4. Downtown Master Plan and Development Guidelines Revisions — Downtown Neighborhood <br />Densities <br />Motion by Council Member Koski, seconded by Council Member Taylor, to Approve the Downtown <br />Master Plan Guidelines Revision — Downtown Neighborhood Densities, as Presented. <br />Administrator Statz stated that the Commission pointed out their motion, but asked if Council thought the <br />Downtown Master Plan be revisited along with any needed amendments. <br />All in favor. Motion carried. <br />5. County Park Road Reconstruction — Mound Trail Detour <br />Administrator Statz stated that the city received a request from the Anoka County Parks Department to <br />utilize Mound Trail as a detour route for a reconstruction project of the road leading into the campground <br />and beach/boat launch area of the regional park. He stated that Staff has been researching what types of <br />restrictions may be placed on allowable usage (i.e., no construction vehicles, limiting the period of time to <br />5 weeks, a monetary donation for overlay funding with a caveat that they would be responsible for fixing <br />damages, sweeping as needed and restoring the berm at the end of Mound Trail. It was anticipated that the <br />project would commence in the summer of 2024. <br />Administration Statz asked if Council wanted to motion to pursue an agreement with the County and bring <br />back a formal agreement. <br />Motion by Council Member Taylor, seconded by Council Member Mosher to pursue an agreement <br />with the County Park regarding the County Park Road Reconstruction — Mound Trail Detour as <br />Presented. All in favor. Motion carried. <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br />1. Administrator/Engineer Report — Administrator Statz stated that his report was contained in <br />Council's packet and that he would be happy to answer any questions. He stated that the city has <br />received five applications for the vacant council seat. He noted the volunteer opportunities, fire <br />prevention week, mentioned the domestic violence resolution, that the corridor study on 20t' <br />Avenue public input was closed and a layout for that area was anticipated early 2024. He mentioned <br />the 2nd Annual Truck or Treat & Halloween Hustle 5K is on Saturday, Oct. 28 from 9:30 am to <br />11:30 am. <br />Assistant City Administrator Lewis stated that Monday, November 6, 2023, was the Annual <br />Business Appreciation Event to be held at Kelly's Korner from 5:30 p.m. to 7:00 p.m. <br />Administrator Statz also reported that the sidewalk repairs have been completed and he is very <br />happy with the progress and the contractor. He stated with Guys and Dolls' removal of the purchase <br />agreement the lot at 1737 Main Street was available for sale again and the City was looking forward <br />to a new business for the site. He mentioned that the LaLonde property was scheduled to be on an <br />upcoming Work Session and that Max Storage was making good progress.
