City of Centerville <br />City Council & Work Session Meeting Minutes <br />September 27, 2023 <br /> <br />Administrator Statz stated that they were proposing the same development as Centra Homes (13 homes <br />facing Centerville Road and 13 homes facing the trail), exact same development proposal except for the <br />financial proposal as they are asking for a 50% reduction in sewer/water connection charges (SAC/WAC) <br />and assessments for the downtown road reconstruction project (City portion - $70,000). Administrator <br />Statz stated that it would be appropriate not to negotiate the assessments, as residents have shown <br />concern. Administrator Statz was looking for input on going forward with an agreement or not. <br /> <br />Discussion ensued not understanding why the City’s cost are the same or more than the developers, cost <br />per unit versus sale price, same architecture and same quality as Centra’s, land a part of the discount <br />($350,000 value but selling for $1), trade-off being economic development in the area, receiving grants <br />from HUD (CDBG-County administrates of $200,000 each) with a risk of losing if selling to individuals <br />homes, high-density with two affordable units, alternative options for development, streetscape is <br />negotiable and could be phased in, wanting to get something built on and on the tax roll, purchase <br />agreement or earnest money for going forward, what else could go there, apartment building paying for <br />all fees and not ask for TIF would be wonderful, but not getting that, community buying in for townhomes <br />rather than an apartment building, concern for the same offer being offered to Centra Homes. <br />Administrator Statz stated that he recently spoke with Centra Homes and they wanted to allow Kennedy <br />Properties to go forward and if it did not go, they may reconsider. <br /> <br />3. Staff Overtime Review <br /> <br />Administrator Statz reviewed the submitted spreadsheet reviewing overtime for both the Public Works <br />Staff and Administrative Staff for 2021-2023. He stated that the 2023 hours were projected out as the <br />year has not been completed. He also stated that the costs of the overtime equated to 1% of budget <br />salaries for the year. Administrator Statz stated that he felt that 177 total hours (projected to the end of <br />2023) was appropriate, but he would take direction from Council regarding zero overtime, cutting tasks <br />and/or removing programs but he felt that staff has provided additional programs and opportunities for <br />the city. <br /> <br />Discussion ensued regarding 2021 overtime primarily regarding elections and a special election for the <br />County Board position left by Rhonda Sivarajah and regular elections associated with 2022. It was stated <br />that efficiency in tasks was important and assurance of that, police and fire budgets increasing, need for <br />additional staff, flexing time and being smart/efficient about. Additional discussion took place regarding <br />Public Works duties (i.e., snow removal, water delivery and sewer infrastructure reliance. It was also <br />discussed that in a business aspect, government efficiencies should be looked at and it not being a <br />reflection on staff when matters are discussed. <br /> <br />4. Logo/Branding Update <br /> <br />Administrator Statz stated that he has received interest in city logoed apparel, whether it can be purchased <br />by Committee/Commission/Council/Staff or a stipend be provided. He stated that for public events, a <br />uniform appearance would be nice and would assist the public in determining those that serve. He also <br />stated that it may assist in gaining/retaining members along with volunteers. <br /> <br />It was discussed that the purchasing of apparel online for either items not provided to <br />Committee/Commission/Council/Staff or if an individual wanted to purchase something different than a <br />provided apparel item that alternative purchases could be made at the individuals own expense.
