City of Centerville <br />City Council & Closed Exec. Session Meeting Minutes <br />October 11, 2023 <br />simple in concept, but complex in the application. She also stated that the property taxes created by the <br />development are captured and used to finance activities needed to encourage development. She stated that <br />before creating a TIF district, a city must find that, in its opinion, the subsidized development would not <br />have happened “but for” the use of TIF. <br /> <br />Mayor Love thanked Ms. Omdahl for the presentation and appearing before Council. <br /> <br />V. PUBLIC HEARING <br /> <br />1. None <br /> <br />VI. APPROVAL OF THE MINUTES <br /> <br />1. August 23, 2023 City Council Work Session, City Council & Closed Executive Session <br />Meeting Minutes <br /> <br />Mayor Love provided an opportunity to Council to make modifications if needed. Council Member Taylor <br />asked for clarification about her attendance being that she was not physically at the meeting, but attended <br />via Zoom and did it also need to say that she was non-voting. She stated that there was not enough time <br />to post her attendance via Zoom. Administrator Statz stated that the minutes should reflect that she was <br />not a part of the quorum and that she could not official vote. Council Member Taylor requested a <br />clarification in the numbering sequence under Council Reports, (i.e., a, b, c and d). <br /> <br />Motion by Council Member Taylor, seconded by Council Member Koski to Approve the August 23, <br />2023, City Council Work Session, City Council & Closed Executive Session Meeting Minutes with <br />the Noted Changes. All in favor. Motion carried. <br /> <br />2. September 13, 2023, City Council & Closed Executive Session Meeting Minutes <br /> <br />Mayor Love provided an opportunity for the Council to make modifications if needed. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Approve the <br />September 13, 2023, City Council & Closed Executive Session Meeting Minutes as presented. All in <br />favor. Motion carried. <br /> <br />VII. CONSENT AGENDA <br /> <br />1. City of Centerville Claims through October 11, 2023 (Check #36224-36255) & <br />2133E-2138E) <br />2. Centennial Lake Police Department Claims through October 5, 2023 (Check <br />#14933-14945), (Voided Check #14944) & (2023073E-20223076) <br />3. Centennial Fire District Claims through October 10, 2023 (Check #9576-9582) <br />4. Parks & Recreation Committee Recommendation to Enter into a Contract with <br />Running Ventures for the 2024 Fete des Lacs 5/8K & Kids Fun Run <br />5. Res. #23-0XX – Domestic Violence Awareness Month <br /> <br />Mayor Love provided an opportunity for members to pull items for additional discussion.
