City of Centerville <br />City Council & Closed Exec. Session Meeting Minutes <br />October 11, 2023 <br />Motion by Council Member Taylor, seconded by Council Member Koski to Approve the Centennial <br />Lakes Police Department Joint Powers Agreement Amendment as Presented. All in favor. Motion <br />carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Ordinance #XXX, Second Series (First Reading) – Revising Chapter 156: Zoning Code – <br />Substance Abuse Clinics <br /> <br />Administrator Statz stated that this was the first reading of the proposed language amending Chapter 156: <br />Zoning Code relating to Substance Abuse Clinics and that the Commission held a public hearing at their <br />meeting the evening before. He stated that the Commission was recommending the proposed language <br />amendment as the current moratorium on the issue was due to expire at the end of the month. He stated <br />that the proposed language amends the text determining placement, conditions, and regulations of these <br />facilities. He stated as this was the first reading, no action was needed. <br /> <br />2. Ordinance #XXX, Second Series (First Reading) – Revising Chapter 156: Zoning Code – <br />M-2 District Densities <br /> <br />Administrator Statz stated that this was the first reading of the proposed language amending Chapter 156: <br />Zoning Code relating to the M-2 District densities, that there were inconsistencies with the Zoning Code, <br />the Downtown Master Plan, and the City's Comprehensive Plan. He stated that the Commission held a <br />public hearing at their meeting the evening before and they were recommending the proposed language <br />amendment. He stated at this was the first reading, no action was needed. <br /> <br />Administrator Statz stated that the City Code for the M-1 and M-2 Zoning Districts both state that the intent <br />of the districts was to implement the Downtown Master Plan. However, the City Code lists a density range <br />for the M-1 District as a minimum of 12 units and a maximum of 30 units per acre with the M-2 District <br />as a range from 20 to 45 units. The City's Comprehensive Plan lists the density range for the Mixed-Use <br />Districts as 12-30 units per acre but does not differentiate between the two. He stated that the Commission <br />held a public hearing at their meeting the evening before and were recommending amending language to <br />expand the M-2 District to allow for 20-45 units per acre. He stated as this was the first reading, no action <br />was needed. <br /> <br />3. Res. #23-0XX – Revising the Centerville 2040 Comprehensive Plan – Mixed Use Densities <br /> <br />Administrator Statz reviewed the proposed language amending the 2040 Comprehensive Plan – Mixed Use <br />densities. He stated that the Attorney Glaser pointed out the inconsistencies in the Comprehensive. Plan <br />and that the resolution would correct this. He stated that the Commission held a public hearing at their <br />meeting the evening before and they were recommending the amendment. The purpose of the <br />recommended changes was to increase the density in the Central Business District /Mixed Use Zoning <br />Districts, in particular to make density in the Mixed Use (M-2) Zoning District to be consistent with other <br />planning guides (i.e., City Code and the Downtown Master Plan). <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Res. #23 –025 <br />- Revising the Centerville 2040 Comprehensive Plan – Mixed Use Densities, as Presented.
