Centerville 2040 Comprehensive Plan <br /> <br /> <br />units per acre and the central business district/mixed use district has a minimum <br />density of twelve units per acre. As a result, both districts qualify as creating the <br />opportunity for affordable housing as they exceed the eight units per acre <br />minimum. <br />Based on the City’s development phasing plan (Map 3-4) it is anticipated that 7.54 <br />acres of CBD/Mixed use land will develop by 2030. Land guided CBD/Mixed Use <br />are required to develop with a minimum 25% residential. Based on that residential <br />percentage, of the 7.54 acres of developed CBD/Mixed Use land, 1.89 acres will <br />be residential development. That will result in a midpoint of 40 affordable housing <br />units constructed by 2030 which exceeds the City’s 2030 affordable housing <br />allocation of 14 units. <br /> <br />Table 22 – Affordable Housing Allocation <br /> <br />Affordable Units by 2030 <br /> <br />At or below 30% AMI9 <br />31 –50% AMI4 <br />51 –80% AMI1 <br /> <br />Total14 <br />D OWNTOWN M ASTER P LAN & D EVELOPMENT G UIDELINES <br />Beginning in the summer of 2005, and approved by the City Council in January of 2006, <br />the master plan includes a set of design guidelines and zoning amendments. The <br />Downtown Area Master Plan & Development Guidelines propose recommendations that <br />reinforce and guide public/private investment in a manner that will strengthen the viability <br />of the area. While the Master Plan may no longer be economically feasible, the form and <br />character of development within downtown will be required to adhere to the <br />development guidelines. The purpose of the Master Plan & Development Guidelines was <br />to establish an appropriate framework for future redevelopment of downtown as a vibrant <br />Mixed-Use destination, to incorporate: <br /> An overall vision for redevelopment of the area, including the pattern, form and <br />character of new development and open space in the interest of creating a <br />cohesive mixed-use downtown area. <br /> A framework of transportation improvements needed to support the <br />redevelopment of the area and to create appropriate levels of parking as well as <br />vehicular, bicycle and pedestrian access to the downtown. <br /> Page 45 <br /> <br /> <br />
