3.Evaluate and advise the City on the type of tax increment financing district and provide <br />guidance on statutory finding <br />4.Collect data about the Project, including: <br />a.Type, size, value, and timing of proposed development. <br />b.Estimated project costs to be paid from tax increment from the TIF District. <br />5.Review basis for findings for establishing TIF District, including: <br />a.Statutory criteria for proposed district. <br />b.Developer justification (“but for”) for the use of tax increment. <br />6.Review and analyze Developer construction pro forma and operating pro forma for the <br />Project. <br />7.Prepare memorandum for the City presenting the findings of the financial analysis of <br />the Developer information. <br />8.Assist the City with confirmation of the following: <br />a.Boundaries of Development District and the TIF District. <br />b.Specific development objectives to address in the Development Program for the <br />Development District and the TIF Plan for the TIF District. <br />9.Assist City with preparation of notice of hearing and compliance with statutory <br />requirements for publication. <br />10.Assist the City’s attorney with drafting of the development agreement for the Project. <br />11.Prepare planning documents including the Development Program for the Development <br />District and the TIF Plan for the TIF District. <br />12.Provide County Commissioner with notice of the proposed TIF District and public <br />hearing pursuant to statutory requirements. <br />13.Distribute draft planning documents with letter of explanation and other supporting <br />information to county and school district pursuant to statutory requirements. <br />14.Assist with preparation of resolutions authorizing the TIF District and approving the TIF <br />Plan. <br />15.Assist the City’s attorney with preparing resolution for planning commission findings, if <br />necessary (scope does not include NSI attendance at planning commission meeting). <br />16.Prepare and provide City with documents for City Council packet for public hearing <br />including the TIF Plan, among other documents. <br />17.Attend and present at the public hearing and City Council meeting to consider approval <br />of the TIF District. <br />18.Prepare TIF transcript (electronic document). <br />Agreement (Redevelopment TIF District) Page 2 <br /> <br />
