City of Centerville <br />City Council Work Session, City Council Meeting & Closed Executive Session Minutes <br />November 8, 2023 <br />Discussion ensued that there was a typographical error regarding Research Charges which should be <br />corrected for the second reading along with discussion regarding flat rate fees for decks/sheds and other <br />items. Administrator Statz stated that he would discuss these items with the Building Official and bring <br />forward modifications if determined appropriate for the second reading. <br />No action was taken on this item as it was the first reading. <br /> <br />3. Res. #23-0XX Î Revising the 2023 Appointments <br /> <br />Administrator Statz stated with the filing of previous Council Member King, it was felt that the listing <br />could be updated with the inclusion of Council Member Sweeney. <br /> <br />Following discussion of Council, it was determined to take no action on this item as 2024 Appointments <br />would be held at CouncilÓs next meeting and the item could wait. <br /> <br />4. SCORE Funds Agreement - 2024 <br /> <br />Administrator Statz stated that the process was lengthy to ensure that the most current agreement was not <br />only included in the packet but forwarded to Mayor Love and City Attorney Glaser for signing through <br />ÐDocuSignÑ. He explained that the very first agreement contained an error, following discussions with <br />Anoka County and Board approval, many emails were received (3 times weekly) until the new version <br />was uploaded by the County. He apologized as he stated that the Clerk attempted to have this rectified <br />with Anoka County. <br /> <br />Motion by Council Member Koski, seconded by Council Member Taylor to Approve the 2024 <br />SCORE Funding Agreement as Presented. All in favor. Motion carried. <br /> <br />5. Schedule Work Session for December 13, 2023 <br /> <br />Administrator Statz stated that the CouncilÓs past history has been to cancel the second meeting in <br />December due to vacations and the date of the meeting compared to the Christmas holiday. He stated <br />that he was not prepared to request that cancellation at this time, in case there was a need, but would <br />request that Council schedule a Work Session for the first meeting in December rather than their usual <br />nd <br />2 meeting in December in case that meeting was cancelled. <br /> <br />Motion by Council Member Sweeney, seconded by Council Member Taylor to Schedule a Work <br />Session for December 13, 2023, prior to the Regularly Schedule Meeting at 6:30 p.m. All in favor. <br />Motion carried. <br /> <br />6. Ord. #23-0XX Î First Reading Î Accessory Structures on Vacant Lots <br /> <br />Administrator Statz stated that a Public Hearing was held at the Planning & Zoning Commission on <br />October 10, 2023, following two property owner requests to be allowed to construct accessory structures <br />on vacant parcels that abut their primary parcel which contain their principal structure and they own both <br />parcels. He explained that the current City Code, Chapter 156, §156.107 did not allow for this. He <br />reported that no input was received from the public at that Public Hearing. He did state that the City did <br />receive an inquiry from a neighboring property owner as to the location of the structure and that it would <br />be located in the rear yard. <br /> <br />Page 5 of 8 <br /> <br /> <br />
