CITY OF CENTERVILLE CITY COUNCIL SPECIAL MEETING FEBRUARY 3, 2024 Pursuant to due call and notice thereof, the City of Centerville held a Special City Council Meeting on February 3, 2024, in the Oneka Room at Hugo City Hall. COUNCIL SPECIAL MEETING I. CALL TO ORDER 8:00am Mayor Love called the meeting to order at 8:00a.m. ROLL CALL Not Approved PRESENT: Mayor, D. Love Council Member Russ Koski Council Member Darrin Mosher Council Member Steve King Council Member Raye Taylor Jr. Council Member Avery Sauber (non-voting) ABSENT: None STAFF: Mark Statz, Athanasia Lewis, Bruce DeJong, Paul Palzer, and Teresa Bender II. DISCUSSION ITEMS 1. 2024 Goals and Strategic Plan Staff led an ice breaker session to kick off the meeting. Discussion ensued about what council members promised their constituents and what they would like their legacy to be. Following the ice breaker roundtable discussion, the Council heard presentations from city departments. Staff were available for questions. Administrator Statz then introduced the topic of population 5,000; he reviewed a few development scenarios and discussion ensued about various build-out options, monies received for reaching a population over 5,000, preserving CentervilleÓs small-town feel, Tax Increment Financing (TIF) for a proposed development (LaLonde property), and planning for capital improvement projects, like a community center or monument. The Council discussed their 2024-2025 Strategic Plan and confirmed they are okay with their current plan. The direction to staff is to continue implementation of our stated goals and priorities, furthering development of programs such as CV Cares). The Council also directed staff to continue focusing on foundational resiliency, i.e., software, records retention before moving on. III. ADJOURNMENT The meeting was adjourned at 1:00p.m.
