Liquor & Gambling Permits Î Centerville Lions Î Cadillac Dinner Mayor Love provided an opportunity for members to pull items for additional discussion. Mayor Love stated that Council Member Sweeney noted that the memorandum associated with Item #4 needed clarification regarding the 10% balance regarding Charitable Gambling funds. Motion by Council Member Sweeney, seconded by Council Member Taylor Approve the Consent Agenda with the noted change in Item #4 as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1.Development Security Release Request Î Kwik Trip Administrator Statz stated that the securities are held associated with developments along with smaller escrows for consulting, engineering and legal fees. He explained that the public improvements that were required by the DeveloperÓs Agreement have been accepted by the city and that there is a two-year warranty period required on same. He explained that the securities are held in case the developer fail to complete their requirements stated within the DeveloperÓs Agreement. He stated that it is customary for the city to refund 75% of the securities and retain 25% until the project is finalized and closed. Mayor Love asked Administrator Statz if there were any issues regarding noise from the car wash and he stated none. Administrator Statz stated that there were some concerns with vehicles cutting through MidwestOneÓs parking lot to gain access to Kwik Trip. He stated that Kwik Trip installed larger boulders and planted trees in the area to deter that passage. Brief discussion ensued regarding the hours of operation and ability to change if requested. Motion by Council Member Mosher, seconded by Council Member Sweeney to Approve the Release Development Security to $40,449 and Release the Remaining $881 of Escrow Funds as Requested. All in favor. Motion carried. 2.Reschedule Town Hall Administrator Statz stated that Council scheduled the Town Hall Open House during spring break and it was brought to staffÓs attention. He stated that maybe the last two weeks of the month would work better for the public. Council agreed to reschedule the meeting to March 25, 2024, 5-8 p.m. Page 3 of 5
