LaLonde Development Traffic Study May 1, 2024 <br /> Page 2 <br />EXISTING CONDITIONS <br />Existing conditions were reviewed within the study area to establish current traffic conditions to help <br />determine impacts associated with the proposed development. The evaluation of existing conditions <br />included collecting traffic volumes, observing transportation characteristics, reviewing crash history, <br />and analyzing intersection capacity, which are described in the following sections. <br />Traffic Volumes <br />Vehicular intersection turning movement counts were collected at the following locations on Thursday <br />April 4, 2024. A 13-hour count (i.e., 6 a.m. to 7 p.m.) was collected at Centerville Road (CR 21), while <br />the count at Progress Road was collected from 7:30 to 9:30 a.m. and 3:00 to 5:00 p.m. Note that <br />Centerville Elementary School hours of operation are generally from 9:15 a.m. to 3:45 p.m. <br />Main Street (CR 14) and Centerville Road (CR 21) <br />Main Street (CR 14) and Progress Road / East School Access <br />The a.m. and p.m. peak hours within the study area represent 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m., <br />which generally coincides with the adjacent Centerville Elementary School. Average daily traffic (ADT) <br />volumes were provided by MnDOT or estimated based on the data collected. <br />Transportation Characteristics <br />Observations were conducted within the study area to identify various transportation characteristics <br />such as roadway geometry, traffic controls, speed limits, and multimodal facilities. A general overview <br />of key roadways within the study area is as follows: <br />Main Street (CR 14) ‘ a 3-lane undivided minor arterial roadway with a center two-way left-turn lane <br />or dedicated left-turn lanes, and periodic right turn lanes. On-street parking is allowed in segments. <br />A multiuse trail is along the south side of the roadway and on the north side from 150 west of <br />Centerville Road (CR 21) to 150 east of Progress Road; a sidewalk continues along the north side <br />east of Progress Road. The speed limit is 30-mph east of Centerville Road and 35-mph to the west. <br />Centerville Road (CR 21) ‘ a 2-lane undivided minor arterial roadway with periodic turn lanes south <br />of Main Street (CR 14) and a 2-lane local roadway to the north. A multiuse trail is along the east side <br />of the roadway, except between Main Street (CR 14) and Heritage Street, which has sidewalk; there <br />is also sidewalk along the west side from Main Street (CR 14) to Sorel Street. The speed limit is <br />30-mph in the study area. <br />Progress Road ‘ a 2-lane local roadway with no turn lanes. No multimodal facilities are located <br />along the roadway; the speed limit is 30-mph; the school segment has two northbound lanes. <br />The Main Street (CR 14) and Centerville Road (CR 21) intersection has all-way stop control, while the <br />Main Street (CR 14) and Progress Road intersection has side-street stop control. Existing geometrics, <br />traffic controls, and volumes within the study area are in Figure 2. <br />Crash History <br />Five (5) years of crash history were reviewed from 2019 through 2023. A total of four (4) intersection <br />related crashes occurred along Main Street (CR 14) over the analysis period in the study area; three (3) <br />at Centerville Road (CR 21) and one (1) at Progress Road. All the crashes at Centerville Road (CR 21) <br />were rear-ends. No fatal or serious injury crashes were reported at these intersections. <br /> <br />
