City of Centerville <br />City Council Meeting Minutes <br />May 8, 2024 <br /> <br />1. Reschedule June 26, 2024, City Council Meeting <br /> <br />Assistant City Administrator Lewis stated that this was discussed at the previous meeting and a <br />consensus was not achieved. It was stated that the meeting would also be a Work Session and would <br />Monday, June 24, 2024, work for all. <br /> <br />Motion by Council Member Sweeney, seconded by Council Member Mosher to Reschedule the <br />June 26, 2024, Work Session and City Council Meeting to Monday, June 24, 2024. All in favor. <br />Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Grant Pre-Application Î Solar on Public Buildings Program Î MN Dept. of Commerce <br /> <br />Administrator Statz stated that Staff has encouraged staff to seek grant opportunities and they are often <br />tailored to disadvantaged/lower income communities and we would either not qualify or would not be <br />good candidates to apply. He stated that this one seemed to be more competitive and made some sense <br />for us and for the greater good. He stated that there was a grant opportunity to place solar panels on our <br />buildings with a cost of $12,000-$26,000 of City funding depending upon how things were to shake <br />depending in structural roofing or re-roofing and electrical upgrades. He stated that the return on <br />investment would be in 5-11 years, and it was felt that it would be reasonable and last, best chances to <br />take advantage of and the program for us. He also stated that StaffÓs request would be for submitting a <br />pre-application. <br /> <br />Brief discussion took place regarding the Federal Tax Credit/rebate and with the city not paying taxes, <br />the city may be selling energy back and making money sort of speak. The City Attorney stated that if <br />the city did pay tax, the city could get that back. Cost of maintenance and owned by Excel for 15 years <br />and the maintenance package is a part of the program, and Administrator Statz stated that he would <br />address this question later following additional research. Administrator Statz stated that there are factors <br />to consider such as additions to the building, roofing longevity, when the equipment is outdated, etc. A <br />minimal discussion was had regarding a battery/cells to use during evening hours. Administrator Statz <br />stated that this is a program through Excel Energy, and he was not sure if it was offered, and he would <br />ask that question. Administrator Statz stated that he felt that being that this is the first offering he felt <br />that it was a good program, and that the city should take advantage of it before everyone has an <br />opportunity to participate and that he is unable to discuss the program with any other community that is <br />utilizing the program. <br /> <br />Motion by Council Member Koski, seconded by Council Member Sweeney to Authorize Submittal <br />of the Pre-Application Grant Î Solar on Public Buildings Program Î MN Department of <br />Commerce and to Prepare for Use of Federal Tax Credits Through the Inflationary Reduction Act <br />as submitted. <br /> <br />Council Member Mosher asked if the motion should contain a dollar maximum and Administrator Statz <br />stated that it was not needed at this time as it was only authorizing the Pre-Application and that if <br />awarded, the acceptance of the grant would be considered later. <br /> <br />All in favor.
