City of Centerville <br />City Council Work Session & Meeting Minutes <br />April 24, 2024 <br />Motion by Council Member Taylor, seconded by Council Member Mosher Approve the Consent <br />Agenda as presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Public Works Technician Hire <br /> <br />Administrator Statz reviewed the Request for Council Action contained in the Council’s packet. He <br />stated that this position funding was included in the 2024 Budget. He reported that the City is structured <br />with the City Administrator form rather than a City Manager form where Council hires staff versus the <br />City Manager. Administrator Statz stated that informal offer for hire was made at a Grade 6, Step 4 <br />level due to his extensive experience. He also stated that Mr. Barmettler was also offered 2 years credit <br />towards the PTO accrual schedule pending Council consideration. <br /> <br />Additional discussion ensued regarding water/sewer certifications with a certification timeframe of one <br />year, on call requirements being the Public Works Director’s judgement, a radius of response time being <br />met, class A licensing, etc., <br /> <br />Motion by Council Member Taylor, seconded by Council Member Mosher to Approve the Hiring <br />of Mr. Alex Barmettler at the Above stated Pay and Additional Vacation Allotment Upon <br />Satisfactory Background and Health Screening. All in favor. Motion carried. <br /> <br />nd <br />2. Proposed Ord. #136, Second Series – Amending Table 156-A.1 (2 Reading) <br /> <br />Administrator Statz stated that this was a minor correction and the second reading. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Mosher to Proposed Ord. #136, <br />Second Series – Amending Table 156-A.1 as presented. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #24-0XX – Calling for a Public Hearing on the Establishment of a Redevelopment Tax <br />Increment Financing District in the Downtown Area <br /> <br />Administrator Statz reviewed the Request for Council Action contained in the Council’s packet. He <br />briefly stated that requirements allowed by law and the timing of the moving parts needed to <br />appropriately establish the district. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Mosher to Amend the <br />Language Contained in Res. #24-0XX – Calling for a Public Hearing on the Establishment of a <br />Redevelopment Tax Increment Financing District in the Downtown Area with the Location Being <br />Amended to TBD Rather than being Held at City All. All in favor. Motion carried. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Mosher to Adopt the Presented <br />Res. #24-0XX – Calling for a Public Hearing on the Establishment of a Redevelopment Tax <br />Increment Financing District in the Downtown Area With the Amended Language of the Previous <br />Motion.
